U.S. Mission Pakistan is seeking applications from qualified individuals for the Strategic Public Engagement Assistant (Measurement, Evaluation, Audience Analysis) position in U.S. Embassy, Islamabad.
Basic Function of the Position – The incumbent works under the direct supervision of the Senior Strategic Public Engagement Specialist or Country Public Affairs Officer (CPAO) designee and has no supervisory responsibility. The incumbent measures, evaluates, and analyzes public engagement efforts with key audiences across Embassy Islamabad and Consulates General Karachi, Lahore, and Peshawar. Collaborates with the strategic content coordination team by applying and providing demographic, trend, and/or audience engagement analyses. Responsible for documents compliance and alignment with Mission priorities, quantifies results, and recommends future engagements. The incumbent is responsible to draft reports analyzing data and applying conclusions to Mission Pakistan engagement with priority audiences. Compiles and interprets performance data and analyzes trend patterns for the Mission’s public-facing communications. The incumbent assists in undertaking data-driven audience analysis and coordinates the development and integration of monitoring and evaluation principles into Public Diplomacy (PD) programs by PD staff across the Embassy and Consulates General.
Qualification Requirements:
FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.
Option 1
EXPERIENCE: Minimum three (3) years of experience in public engagement, with information, marketing, or advocacy campaigns as significant components of the job is required.
EDUCATION: Completion of university degree (16 years of education) in Communications, Business, Marketing, Statistics, Economics, or local equivalent is required.
OR
Option 2
EXPERIENCE: Minimum five (5) years of experience in public engagement, with information, marketing, or advocacy campaigns as significant components of the job is required.
EDUCATION: Completion of College or University Studies (14 years of education) is required.
Job Knowledge: The incumbent must possess critical-thinking skills and comprehend MED’s policies and procedures regarding medical evacuations, hospitalizations, and insurance reimbursement methodology. Must maintain current knowledge of local and regional medical services that can provide care for all acuity levels, including vetted specialists and hospitals. The incumbent will be a resource for arranging the best method to transport critically ill patients and maintaining a working relationship with transport facilities.
LANGUAGE: Level IV (fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested.
Skills And Abilities:
Analytic Skills: The incumbent should have strong analytic skills to perform measurement and evaluation, and to conduct quantitative data-driven analysis. Should be able to perceive the emergence of new influencers and changing preferences in information consumption in Pakistan; assess the impact of evolving content formats and delivery channels; and lead cross-section analyses to modify approaches for enhanced outcomes. Should be able to analyze Pakistani communication, internet, social media, technology, and data visualization trends.
Communication and Interpersonal Skills: The incumbent should be able to contribute to PD and other Mission discussions of priority engagement; strategic content; and appropriate dissemination to reach consensus and to recommend the optimal course of action to Mission leadership, interagency, and Consulates General. Should have excellent customer relations, interpersonal, and cross-cultural communication skills to work well with other members of the team. Should be able to tailor communications to fit formal and informal situations. Should have excellent written and oral communication skills, including the ability to analyze, synthesize, and apply insights derived from audience data and reports from a variety of sources in both English and Urdu. Should be able to initiate reports, interpret data, and draw and present conclusions in a style and format that is accessible to users with different levels of subject matter knowledge. Should be able to speak publicly and interview for evaluation purposes. Should be able to brief U.S. officers and visitors on local communication patterns and the optimal dissemination of strategic content. Should be able to interpret between English and Urdu for professional briefings.
Management Skills: The incumbent should be able to manage projects and oversee schedules and daily operations (routine as well as fast-breaking or deadline-bound) to produce, adapt, and disseminate time-sensitive content. Should be able to finalize agreements with partner institutions and manage their fulfillment.
Technical Skills: The incumbent should have detailed knowledge of the ability to use analytical data quantification tools, including for data mining, modeling, trend analysis, and visualization, as well as social media, digital, and mobile platforms. The incumbent should possess good numerical skills to be able to use and develop statistical analyses and report on the impact of PD operations. Should know how to use content management systems and tools to collect and report on evaluative data. Should have good keyboarding and data-entry skills and excellent familiarity with electronic discovery tools (e.g., the internet and Google analytics) and standard information retrieval practices and procedures. Should be able to use Microsoft Office and PD-specific software, databases, and reporting tools. Should have full understanding of PD-specific funding authorities and their planning and reporting tools.
