Terms of Reference (TORs) for the Development of MEAL Strategy for Doaba Foundation

Background

Doaba Foundation is a non-governmental organization (NGO) working with the vision of “Disaster-prone communitiesbecoming Self-reliant in pursuit of their common interests. DoabaFoundation is seeking a qualified consultant or consulting firm to develop a comprehensive Monitoring, Evaluation, Accountability, And Learning (MEAL)strategy. Thisstrategywill enhance/strengthenedthe organizational existing system, align with quality criteria, and contribute to achieving Doaba Foundation’s Objectives.

Objective

The primary objective of this assignment is to develop a MEAL strategy that provides clear guidelines, framework, policies and MEALmanual (as annex) for effective MEAL system within Doaba Foundation. Specific objectives include;

The specific objective includes

1. Conduct a thorough review of Doaba Foundation's existing MEAL systems.
2. Formulating a comprehensiveData Protection Policy
3. Conduct interviews and consultations with key stakeholders.
4. Identify and document the key elements and components of an effective MEAL system that aligns with CHS and organizational priorities.
5. Develop a comprehensive MEAL strategyinclusive of practical guidelines spanning the entire project cycle.
6. Ensure that the MEAL strategy incorporates participatory approaches, gender, and social inclusion considerations, and best practices.
7. Provide recommendations for the integration of technology and digital tools into MEAL practices.
8. Conduct training sessions or workshops for staff on MEAL strategy implementation.
9. Review the existing FCRM-portal and propose strategic upgrades.

Scope of Work

The selected consultant(s)/Firm will be responsible for:

1. Developthe MEAL strategy with suggested annex
2. Conduct an orientation on the developed MEAL strategy
3. Submitting a draft of MEAL strategy/ with annexed for review and feedback

Deliverables

The consultant(s)/Firmis expected to deliver a final MEAL strategy with annexes.

Consultancy Timeframe

The assignment is expected to be completed within one month from the assignment commencement date. The consultant(s)/Firm will collaborate closely with Doaba Foundation's MEAL team and adhere to the agreed-upon schedule.

Eligibility Criteria

Interested consultant(s)/firm should possess:

• Relevant education in fields; social sciences, development studies or equivalent
• Proven expertise in designing MEAL strategy, framework, Policies and manuals.
• 5-7 years of proven professional experience in developing MEAL system of NGOs or similar organizations.
• Strong understanding of Monitoring, Evaluation, Accountability, and Learning principles and best practices.
• Familiarity with the geographical context, especially if working in areas like Punjab or comparable settings.
• Experience in incorporating gender and social inclusion considerations and person with disabilities inclusion into MEAL strategy.
• Proven ability tocollaborate effectively with diverse stakeholders.
• Proficiency in using digital tools and technologies for analysis and reporting. 
• Strong written and verbal communication skills to convey ideas effectively.
• Other training and experience in the area of assignment will be an asset.
• Pervious experience with the Humanitarian or Development sector will be considered to be an asset.
• Positive refences and recommendation letter from pervious clients or organizations.

Schedule/Mode of Payment

Payment will be made through Cross Cheque after the deduction of all Govt. applicable taxes.

• 25% at the time of agreement signing.
• 25% will be paid on submission of initial draft
• 50% will be paid on submission of final report after feedback.

Proposal Requirements

• Cover letter (not more than one page)
• A brief technical proposal and financial Proposal (not more than 05 pages) focusing on objectives, methods, and approaches with updated information such as qualification, Previous experience, Staff details /CVs
• Experience letter from other organizations where the firm/ individual has performed a job of the same nature
• Brief financial proposal including all applicable taxes as per law of the land.
• Work break down structure will be developed in consultation with Doaba officials at time of agreement.
