Position Summary:

The position is responsible for providing technical expertise, overseeing construction and installation activities, and ensuring the effective implementation of water and sanitation infrastructure through community participation. Field engineer will plan, design, implement, monitor and report the WASH infrastructural/hardware and related capacity development activities.  

Job Description:

  • Conduct on-site assessments to evaluate the suitability of locations for water sources, sanitation facilities, and hygiene-related interventions.
  • Assess the existing infrastructure, environmental considerations, and community needs to decide implementation of WASH infrastructure
  • Planning, designing, estimation and implementation of water supply and sanitation infrastructure with community participation according to the sector specific standards, national guidelines, PATS standards & in consultation with the local PHEDs
  • Oversee and supervise construction and installation activities related to water supply systems, sanitation infrastructure, and hygiene facilities. Ensure adherence to technical specifications, quality standards, and safety protocols.
  • Collaborate with procurement teams to identify and procure necessary materials, equipment, and supplies for WASH project. Coordinate logistics, including transportation, storage, and distribution of project materials.
  • Engage with local communities, community leaders, and beneficiaries to foster participation and ownership in WASH infrastructural activities.
  • Develop monitoring systems & protocols for WASH Hardware components including vendors’ quality & performance monitoring & contract management. This also includes vendors’ technical capacity assessment, technical evaluations, drafting & reviewing work completion & quality inspection reports, verifying GRNs & review payments.
  • Provide continuous feedback to procurement section on vendors’ performance, highlighting quality & performance issues, recommending corrective measures.
  • Conduct market assessments prior to developing cost estimations & provide real-time market information related to the services required under the project.   
  • Conduct community consultations, facilitate community mobilization, and ensure that community perspectives are incorporated into planning and implementation of WASH infrastructural activities
  • Provide training and capacity-building support to project staff, community members, and local masons on household level water treatment and low cost sanitation options. This may also include training on operation and maintenance of water systems and sanitation practices.
  • Develop monitoring and evaluation frameworks to track project progress and impact. Regularly collect and analyze data on project outcomes, functionality of WASH infrastructure, and community behavior change. Use findings to inform program adjustments and decision-making.
  • Prepare regular reports on project activities, including periodic progress reports, technical reports, and donor reports. Maintain accurate documentation of project implementation, including records of site assessments, construction activities, and technical specifications.
  • Collaborate with social mobilization team, government agencies, and local stakeholders to ensure effective coordination and collaboration. Participate in coordination meetings, share information, and contribute to joint planning and decision-making processes.
  • Ensure quality control measures are in place during construction and installation activities. Conduct regular inspections and technical assessments to identify and address any issues or challenges that may arise.
  • Promote and enforce health and safety protocols during project implementation.
  • Ensure compliance with relevant regulations and guidelines to safeguard the well-being of beneficiaries in terms of climate resilience, DRR, Protection & GBV and inclusiveness of WASH infrastructural activities

Qualification & Experience:

  • BE/BSc/ B. Tech Civil Engineering 
  • 4-5 years of total experience with minimum 3 years of WASH sector experience at a similar position.
  • Experience of working in PATS programme is highly desirable.
  • Ability to work in a challenging environment with multiple tasks and short deadlines
  • Excellent skills on computer operation, especially on MS Word, PowerPoint,  Microsoft Excel, AutoCAD
  • Training and capacity building skills
  • Problem solving ability and negotiation skills.
  • Fluency in local languages along with good English language skills
