Position Objectives:
|
The Climate Advocacy & Coordination for Resilient Action (CACRA) project aims at contributing to building and strengthening the institutional, technical and operational capacities, structures and strategies of the Pakistan Red Crescent Society (PRCS) in climate-smart disaster risk management (DRM) programming. The position will be engaged with developing and ensuring the adoption of preparedness frameworks and climate-smart tools (incl. Early Warning Systems) as part of the project and help test theseat national, provincial, district and community levels. The project aims at increasing PRCS collaboration with key national and local stakeholders (government, CSOs/NGOs and academia) in the field of DRM, climate change adaptation and ecological management restoration (EMR) and make use of strategic partnerships to enhance community-based outreach, awareness raising and ultimately strengthen community resilience.

Specific Duties, Responsibilities, and Accountabilities:

- Support Deputy Director-Climate Change Adaptation in the development of PRCS standard documents related to CCA in DRM.
- Support PRCS and partner field teams in ensuring climate-smart mainstreaming as part of project implementation (activity delivery, e.g. enhanced Vulnerability Capacity Assessment)
- Organise and conduct relevant advocacy & training events with stakeholders across Pakistan.
- Ensure adequate project documentation, archiving of best practices, regular financial and narrative reporting according to agreed deadlines.
- Develop knowledge management products and help institutionalisation and learning efforts, including progress reporting of the project activities and associated events
- Assist in activity planning and provide technical advice on exchange and coordination mechanisms to strengthen community resilience vis-à-vis climate change effects and natural disasters
- Participate in data gathering, data compilation and analysis and in the development of research-based reports and articles as inputs to publications, press releases etc.
- Prepare various written outputs such as draft background papers, reports, case study papers and concept notes to assist mainstreaming climate change adaptation into PRCS programming
- Coordinate with relevant stakeholders to showcase CACRA interventions, at all levels
- Assist in drafting Terms of Reference (ToR) to specify needed project services – in collaboration with the project team.
- Provide substantive support to consultative meetings, conferences, etc., to including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Ensure adequate project documentation, archiving and presentation of best practice.
- Assist in developing draft work plans and other planning instruments
Coordinate activities related to budget and funding (programme preparation and submissions, progress reports, etc) and prepare related documents/reports.
- Develop appropriate activities, exchange and coordination mechanisms to increase the communities’ resilience against climate change and natural disasters through intensive dialogue with various stakeholders: PRCS at national and provincial levels, local and national authorities and other relevant actors.
- Train PRCS staff and volunteers.
- Ensure smooth implementation of Project activities in the Province.
- To facilitate comprehensive stakeholder mapping analysis on national and provincial levels to ensure participation and ownership of PRCS on all levels.
- Any other task assigned by the line Manager.

Required person specification and experience:
|
- Master’s /16 years of education in environmental sciences, disaster management, international development studies or relevant field.
- Minimum 5 years of experience working with I/NGOs or UN agencies in the field of DRM, CCA and experience withcommunity resilience building processes
- Proven experience in mainstreaming/integrating climate change adaptation into humanitarian response planning, DRM/DRR projects and operations
- Technical field experience from DRM/DRR, EMR related community-based programming
- Proven experience of working closely with Government of Pakistan entities, I/NGOs, CSOs, their coordination networks and platforms, and in forming evidence-based partnerships with relevant stakeholders
- Knowledge of and experience with organisational development processes would be an asset
- Demonstrable experience with urban DRR/urban humanitarian action is considered an added advantage
- Strong English writing, presentation and negotiation skills
- Equally adept at working individually and as part of a team
- Availability for occasional visits to project areas.
