PART 1 – JOB DESCRIPTION

1. JOB OVERVIEW

The Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant is responsible to assist the MEAL coordinator in managing the MEAL component of the Flood Response programme and delivering relevant quality and accountability commitments. The position holder will support the Tearfund’s partners to ensure the effectiveness, efficiency, desired outcomes and progress towards impact according to the project design, donor guidelines.

  • Grade: B4

  • Reports to Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator.

  • Interacts and shares learning and information with relevant team members at the Tearfund Country Office

  1. ORGANISATIONAL REQUIREMENTS

  • The position holder will be expected to adhere to and promote organisational values and principles while representing Tearfund.

  • Undertake all activities in accordance with internal management systems, operating procedures and policies and programmatic protocols; support team and organisational efforts to maintain compliance;

  • The position holder will be expected to adhere to Tearfund’s Quality Standards as and when required;

5. KEY RESPONSIBILITY

  • Responsible for regular field monitoring of flood response interventions and producing monitoring reports on the given format. 

  • Support to implementing partners to establish and manage Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback.

  • Support  the Tearfund partners, to maintain complaints and feedback tracking database and do follow up on complaints to reach a resolution involving relevant project/program staff;

  • Assist the MEAL coordinator to maintain qualitative and quantitative data and ensure to meet the reporting requirements.

  • Support the implementing partners in planning and implementation of baseline surveys, monitoring and evaluation exercises, post distribution monitoring  and impact assessments when needed;

  • Participate in data collection using quantitative and qualitative data collection methods such as focus group discussions, key informant interviews and surveys either face to face or by phone calls.

  • Ensure implementation of Detail Implementation Plan (DIP) and  Monitoring & Evaluation (M&E) plans.

  • Support the partners that engagement with beneficiaries is fair, balanced and based on Tearfund and donor values, principles and guidelines; consent must be ensured when extracting information, taking photographs or videos etc.;

  • Support M&E related visits by local, national or international stakeholders; ensure that visitors receive adequate insight and information in a transparent manner;

  • Support the MEAL Coordinator  in promoting a culture of accountability and learning and help create an enabling environment where feedback is welcomed and appropriately actioned;

  • Support the partners that designated resources are utilised in a manner that highlights stewardship, promotes transparency and efficiency and supports organisational efforts towards sustainable development;

5.1.EXTERNAL RELATIONSHIPS / REPRESENTATION

  • As part of the project team, support and promote effective teamwork and commitment to Tearfund’s Core Values and Quality Standards;

5.2 EXTERNAL RELATIONSHIPS / REPRESENTATION  

  • Support the Flood Response Manager where appropriate in representing Tearfund to other INGOs, NGOs, government departments, government agencies, partners, associates and affiliates and ensuring coordination and constructive working relations with the same;

  • Support the Flood Response Manager where appropriate in representing Tearfund to donor representatives and other visitors to the project office and working areas;

ESSENTIAL

DESIRABLE

QUALIFICATIONS

  • Bachelor’s degree in a relevant discipline;

  • With expertise in databases, MS Office and other analysis software such as SPSS

  • Bachelor’s degree in a relevant discipline;

EXPERIENCE

  • At least 2-3 years’ work experience

  • in humanitarian and community

  • development projects;

  • Proven experience of working with large and diverse teams;

  • Proven experience of field work and community & stakeholder engagement for working in the field of monitoring and evaluation of development projects;

  • Proven experience of successfully

  • working in complex, multisectoral projects funded by an institutional donor;

SKILLS/

ABILITIES

Critical thinking;

  • Qualitative and quantitative analysis

  • Proficiency in data gathering, interpretation, analysis and articulation;

  • Organised and able to work independently;

  • Report writing skills;

  • All-round IT skills;

  • All roles require a DBS/Police check
