Introduction:

An international Non-Governmental Organization working in Pakistan on the areas of Child well-being, Women Empowerment and Community Development in different areas of Pakistan intends to hire Program Manager for Pakistan. As a Program Manager, his/her duty is to monitor, coordinate and provide technical feedback and recommendations to the partner organizations for proper implementation of programfocusing on Child Rights Programming (CRP) and Humanitarian Assistance in Pakistan. As the ideal candidate, would be a person with deep commitment to be of services to children, women, and underprivileged communities in Pakistan. Needless to say, he/she will be of unquestioned integrity, He/she reports to the Country Manager.

The job description/role of Program Manager:

1. Learn, grasp, and convey the principles and concepts of all our Child Rights Approaches and funding modalities to relevant stakeholders and partner organizations. This will include our two primary modalities of work, that of community development/women’s empowerment (through Self-Help Approach) and other specific strategic approach but mainly responsible for Non-SHA and humanitarian Assistance projects with understanding of SHA Approach as well.

2. Conducting Organizational Assessments for potential partners.

3. The basic function of this position is to oversee the management, implementation and administration of the projects being carried out by the implementing partners.

  • The monitoring of the projects on a regular basis
  • Coordinating the network amongst the partner organisations and with other relevant stakeholders and promotion of organization at all levels
  • Reporting to the Country Managerabout the implementation of the programs as well as important developments related to the work field
  • Ensure the partners’ programs to adhere to organization’s standards and guidelines in close coordination with the Country Manager

4. To develop a plan in consultation with CCaligned with Programme Management Cycle

5. To provide inputsto partner organizations on the standards and strategies of organization’s programs in Pakistan (e. g. minimum standards for child-friendly spaces, SPHERE, CHS and other internationally recognized minimum standards)

6. Identify capacity gaps of organization’s partners/projects in programme management, implementation and Child Protection Policies as per organization’sguidelines and organized capacity building trainings.

7. Provide orientation topartners/projectsabout organization’s policies and procedures, and new developments in the rules, regulations, policies in Pakistan.

8. Ensure the quality of project and program activities as per the policies and standards of organization. Simultaneously ensure the international standards of program implementation at all levels.

9. Organise workshops for the partners/projects on identified trainings needs.

10. Review and give technical feedback on project proposals, programme reports, budgets and all documentation regarding the projects. Also active participation in preparation of annual planning and budgeting of overall programme.

11. Oversee overall program plan implementation as per the M&E standards and review the same to meet changing needs and requirements.

12. Review the implementation of Impact Monitoring Policy and Child Protection Policy at partner level and provide technical feedback to partners, and Country Manager.

13. Regular visits to project areas for monitoring and implementation of the programme and provide technical feedback to partners, andCountry Manager.

14. Collect and review the qualitative and quantitative data of all the projects on quarterly basis and maintain record.

15. Close coordination and facilitation withconsultants involved in any evaluation or research studies to make sure the quality of reports according to national and international standards

16. Any other tasks as assigned by the Country Manager.

1.       Advise organization’s partners and projects in the preparation and presentation of Programme reports

  • Advise partners/projects with regard to the elaboration of planning for short term and long term programs;
  • Advise partners/projects in the preparation of annual or quarterly and other reports, if need arises;
  • Assess annual work plans and budgets, quarterly/biannually or yearly programme reports and give technical feedback to the partners/projects, and CC;
  • Communication with partners/projects for timely and accurate reporting;
  • Maintain programme related, beneficiaries and any other data in system in efficient and presentable manner for organization’sdatabase.

2.     Reporting to Organization

  • Prepare a report on each monitoring visit carried out and submit it to Country Manager within a period of one week following the visit;
  • Inform about any irregularities or similar difficulties encountered during monitoring visits or through other channels without delay and suggest the way forward;
  • Inform about new developments in the programmatic rules, regulations, policies etc. in Pakistan
  • Facilitate on activity reports carried out for organization (quarterly, bi-annually and annually) or as need arises and submit them to Country Manager in time.
  • Prepare financial expenditure reports related to expenses incurred in the fieldand share with Country Manager on monthly or quarterly basis

3.      Other Duties:

  • Participate in facilitation of visits by national and international staff.
  • Participate regularly in meetings, trainings, workshops and forums organized by the organization at National level or all over working area in Pakistan. 
  • Logistics responsibility and other duties:
    • You will be required to undertake some logistics responsibilities as well, when and where is required.

      • You may be required in the field of Programme/projects most of your working hours in this job.

4.    Required Essentials:

  • Confidentiality - Maintain confidentiality of all information, records, communication, assets, partners, staff and plans of the organization
  • Non-Criminal Record – The candidate must not be involved in any criminal or any anti-social activity.
  • Child Abuse – The candidate must not be involved in any act against child rights and any form of child abuse.

5.    Requirements:

  • Minimum qualification should be Master’s Degree in Social Sciences or equivalent and degrees along with mark sheets must be verified by HEC.
  • More than 5 years of relevant experience.
  • Well versed in English and Urdu (written and spoken). Spoken or written proficiency in other regional languages would be an added value.
  • Willing to work extended and non-traditionalhours.
  • Willingness to travel as and when required in city or outstation.
