About CRS

CRS’ relief and development work are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

 

CRS has been operational in Pakistan since 1954, CRS’ relief and development work are accomplished through program of emergency response, food security/livelihood, education and disaster risk reduction (DRR). Currently, CRS is responding to monsoon floods in Sindh and Khyber Pakhtunkhwa. CRS has been working with local national partners to support government led efforts for implementation of 2022 flood response and recovery in Pakistan.

 

This year, CRS will launch a 2-year, land restoration and watershed restoration/management project funded by CRS private funds (Strategic Change Platform SCP3 and HQ) in Upper District of Khyber Pukhtunkhwa province of Pakistan. Under this project, CRS will work with communities and local stakeholders to implement initiatives that contribute to improved watershed management by developing Pakistan guidelines for watershed management while using CRS global guidebook on watershed restoration.

  

Job Summary:

As a member of the Land Restoration and Watershed Management Project team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. You will support the Project Manager in the design and oversight of the development and implementation of the Country Program (CP) land restoration, watershed management/resilience programming, particularly for this project, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. You will be responsible to work closely with the targeted communities and identify existing community infrastructure (watershed committees or CBOs/community groups) or create/form new watershed management committee for the project implementation, which will have 10 - 12 members representing an inclusive cross-section of different groups from the respective 2-3 communities including women, men, elderly, disabled, farmers, youth, etc. The Project Officer will adopt a service-oriented approach to ensure that the project consistently applies best practices and tries to improve the impact of benefits to those CRS serves. Support the Project Manager and project team to conduct the pilot watershed restoration/treatment in one targeted community.

 

Roles and Key Responsibilities:

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners/community committees in their efforts to reflect on project experiences.
  • Support accountability through coordinating project evaluation activities and assisting partners/community groups in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local watershed management committee to prepare reports per established reporting schedule.
  • Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
  • To ensure the accountability at every step of the project.
    • Lead efforts to identify, manage, and mitigate risks associated with CRS’ programming. In collaboration with the Program and Operations staff, develop a risk register with strong mitigation measures that are regularly reviewed and updated over the course of the project.
    • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources. Work closely with Finance colleagues to develop and maintain strong tools for financial tracking and management.
    • Support the project Manager and team in overseeing the identification, assessment and strengthening of partnerships relevant to community-led development in project area  and the appropriate application of partnership concepts, tools and approaches.
    • Liaise with community leaders and other sectors and agencies working locally

 

 

Basic Qualifications

  • Master’s Degree In Social Sciences/Development Studies
  • Strong computer skills in MS Word, Ms Excel and other databases software preferred.
  • Minimum of 5 years’ experience in community development projects. Experience in the field of livelihood/food security, agriculture, DRR/community Resilience project with NGOs set up would be a plus.
  • Required proficiency in written and speaking in English, Urdu and Pashto
    • Additional experience may substitute for some education.

 

Required Languages - Fluency in English, Urdu and Pushto is required.

 

Travel - This position will be based in Upper Dir, Khyber Pukhtunkhwa Province, with 75% travel to targeted communities.

Preferred Qualifications

  • Preferably master’s in social sciences/Development studies
  • Five years’ experience in development sector (experience in Land Restoration and Watershed management will be preferred)
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience managing community-led development projects
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
