PJN is looking for a young, dynamic professional for its national secretariat office with expertise in financial and operational management.


Position ToRs: 

Sr. Finance & Operationl Compliance Officer will be responsible for overall Management of PJN's Financial, Procurement and Operations and Statutory Compliances and EAD/NOCs. 

  • Ensuring the financial transactions are properly authorized, recorded, have adequate supporting documentation and can be easily extracted for the purpose of preparing financial statements and for conducting audits.
  • Ensure Administrative and Financial compliance requirements as per the donor contracts. Regular coordination with donor Finance and Program teams where needed for monthly compliance and program activities operationalization.
  • Preparation of monthly budget vs actual expense report of all the Programs.
  • Ensure that all financial documents relating to the projects (cash books, ledgers, asset registers, payrolls, bank statements, invoices, and other vouchers) are retained and are available for inspection by the donors. 
  • Manage travel and logistics in all the program implementation districts and provincial level for PJN’s Program team.
  • Responsible for procurement of all goods and services for the project.
  • Assist in logistical planning for seminars, workshops, meetings and consultations, including preparation of relevant documentation.
  • Oversee the financial operations of the projects and ensure timely and accurate financial reports and practices including cash management, payroll, financial disbursements, ledgers etc.
  • Responsible for entering financial information and maintaining all financial records for projects and for the organization.
  • Preparing and maintaining donor agreements and staff contracts.
  • Manage financial control, prepare and analyze budgets, develop financial reports, and make recommendations to the organization on budget expenditures.
  • Coordinate with downstream partners for sub-grant management and financial reporting. 
  • Monitor the expenditures to ensure that program funds are utilized appropriately by the close of the fiscal year.
  • Conduct field visit to provincial offices and downstream partners for financial and operational compliances. 
  • Maintain close coordination for operational compliances with provincial offices. 
  • Provide orientation and training to the organization staff on finance, operation and HR policies. 
  • Oversee the financial audits of all projects of the organization.
  • Provide financial inputs for proposal development, project management, Human Resource Management policies, logistics, travel and other areas of administration.
  • Any other responsibility/task assigned by the management. 

 

Eligibilities:

  • A degree in Accounting or a related field (Master in Finance, ACCA or CA) and at least 8 years experience in doing finance and administration work in the development sector.
  • Proven working experience in a similar role and familiarity with non-profits and experience maintaining accounts preferred.
  • Advanced Computer skills including the ability to operate and manage computerized financial system controls, HR policies formulation and implementation, insurance handling and general office management are some of the required essential expertise.
  • Ability to work in a team, self starter, highly motivated, comfortable in taking initiatives and able to work with minimum supervision. Women candidates are strongly encouraged to apply.
