Purpose 

The Safety and Security Officer shall assist the Line Manager in the management of the guards, monitoring field and local movements, and emergency contact point and support the line manager /delegation/site on security risk assessment and associated mitigating measures while ensuring proper diffusion and access to information related to security in line with Duty of Care obligations.

Main Responsibilities:

  • Supports compilation of security-related data/information and its source/origin on a regular or ad hoc basis with the necessary discretion and accuracy, analyze it and identify any pattern
  • Reports and documents security-related events within his/her work remit using the appropriate ICRC tools (SMIP and/or others).
  • Supports analysis of the overall security situation and advises line manager /management on the potential risks to the ICRC staff, operations, and reputation.
  • Contributes to risk analysis exercises undertaken by the delegation and feeds into a site’s database of security incidents, threats end trends.
  • Supports line manager and Security Unit in drafting and updating security rules and guidelines based on risk assessment.
  • Monitors the effective implementation of security procedures and processes and report to line manager in case of any breach. Provides basic security briefing and support line manager in staff training sessions as required. Helps raise staff awareness (on context specific) security and safety awareness sessions (across the AoR).
  • Supports Line Manager /management in assessing the safety of locations used by the delegation (office, residences, hotels, trainings sites, etc.).
  • Advises line manager/management on implication in case of non-compliance to security rules.
  • Assists line manager in the management of Security Guards Supervisors (or security guards where no Security Guards Supervisor exists) and supports other staff holding basic security tasks (radio room).
  • Develop a basic external network with actors relevant for the good execution of his/her function with (police and other law enforcement agencies, and private security companies.
  • Act as the primary point of contact for all emergency-related matters, taking necessary measures in line with defined procedures.
  • Coordinate and oversee the efficient operation of the radio room, ensuring seamless communication between various sites, vehicles, and team members. Performing the tasks of a radio operator in case of need.
  • Ensure the safety of travel arrangements by maintaining constant contact with field personnel and taking suitable actions as specified by security rules and internal guidelines.
  • Facilitate hazard-free field movements within PES Area of Responsibility (AoR), implementing safety protocols and measures.                                                                                                                   

Main Requirements :

  • University degree, with a minimum 2 years of experience in a similar field of activity
  • Background in military, police or emergency services, an advantage.
  • Experience in crisis management as an asset
  • Good knowledge of the Khyber Pakhtunkhwa and merged area
  • Good computer skills (word, excel and PowerPoint)
  • Good command of English and Urdu (written and oral). Knowledge of the Pashtu language, a plus.
