1.      Background and Rationale

Integrated People Centred eye care project is a collaborative project by CBM-International and Prevention and Control of Blindness at Gwadar.  The key specific objective of the project is Remodeling of eye care services to respond to the needs of Integrated People Centred eye care Plan within the health systems framework in one districts of Baluchistan. The district selected for the implementation of this project is Gwadar. One of the  key result of the project includes “Essential package of eye care services provided at eye units and accessible inclusive advanced Primary and secondary Eye Health Advanced Primary Eye Care at Rural health centers and secondary eye hospitals in district of Baluchistan.” In this context,  there is a need to develop an essential package of eye care services deliverable at the Rural Health centers to reduce the burden of avoidable blindness and visual impairment in the district.

2.      Purpose

To develop a Basic Eye Care Package for primary level health facilities in alignment with the Integrated People Centered Eye Care (IPCEC) Plan 2020-2025. The package aims to standardize and improve the quality of eye care service delivery at the primary health care level.

Overall Objectives:

To improve access to primary eye care services for the population of Gwadar district through capacitating primary health facilities.

Deliverable

  • Assessment of Current status of the eye care at RHCs in the district

  • An Essential Package of Eye Care Services for the RHCs in Gwadar district.

  • A monitoring and evaluation framework

  • The Final Deliverable will be a comprehensive report comprised of above mention deliverables.

    • Desk review of existing policies, data and literature.
    • Consultations with major stakeholders including government officials, partners and eye care experts.
    • Field visits to RHCs at Gwadar district.

3.      Methodology:

The consultant is expected to use a variety of methods (FGDS, KII, Information collection, individual interviews these are indicative any other method required could be proposed by consultant as per the requirement of the assignment) to collect and analyse information. Participatory methods should be used to collect qualitative and quantitative information. The consultant shall indicate the methodology he/she intends to use in his/her offer. Stakeholder identification and engagement with OPDs is a must.

Time Frame Duration: The country planning process is expected to be completed in one months starting from December 15th to January 15th 2023.

4.      Place /location of service delivered:

Physical and virtual (Hybrid).

5.      Who accesses deliverables of the Consultancy

PCB Cell, Health department, Government of Baluchistan.

6.      Required Expert Profile:

 The consultant should have information collection skills and research experience, technical expertise in the programmatic area (Inclusive Eye Health).

  • A consultant(s)/consultancy firm based in Pakistan. If applicant is consultancy firm, it must be registered in Pakistan

  • Experience in development of strategic plan and strategies for non-profit organizations

  • Have experience working with like-minded INGO’s for at least 10 years on senior positions.

  • A consultant(s)/consultancy firm or team of consultants with advanced knowledge in the respective assignment and have previously engaged in such type of assignments

  • Sectors of technical competency: Inclusive Eye Health, Livelihoods, rehabilitation services, gender and rights, and disability inclusive development

  • Demonstrated experience of designing and implementing participatory research methodologies and integrated approach in strengthening or health systems and CBID will be an advantage

  • Proven Excellent writing and editing skills (Written and oral fluency in English and national language) is a requirement

  • Language skills: English and understanding about local languages.

  • Strong analytical and presentation skills

  • Own lived experience with a disability will be considered a strong asset

7.      Safeguarding Policy:

As a condition of entering into a consultancy agreement the evaluators must sign the partner organisation’s Safeguarding Policy and abide by the terms and conditions thereof.

8.      Agreed fee and payment schedule:

Consultant/ Firm will provide a daily consulting fee (chief consultant and team members) and in addition, other costs if any.(including transport and accommodation of the evaluation team and cost related to beneficiary and partner meetings) and all other work related expenses.

The 30% payments shall be paid at the signing of the contract, 40% at submission of draft module / document and of field work and 30% at the end of the project and submission.
