Assignment Summary

Background

Integrated People Centered eye care project is a joint project in the of Inclusive Eye Health by CBM and PCB-cell, health department, Government of Balochistan. The key specific objective of the project is “Remodeling of eye care services to respond to the needs of Integrated People Centered Eye Care Plan within the Health Systems Framework in Gwadar, Balochistan.”

Purpose and Objective

The purpose of this assignment is to ensure IEH project implementation according to overall projects financial implementation framework.

Scope of work and deliverables

• Must use Quick Books and other accounting software.

• Must have worked with international NGOs and Government sector.

• The Financial Management services must be able to ensure compliance with standards as per the project implementation framework (partnership memorandum and project contract).

• Must have practical knowledge of local laws i.e. income tax, sales tax, EOBI, etc.

• The Financial Management consultancy will be responsible for the effective implementation of all applicable organizational policies such as but not limited to program, procurement, accounting, fraud, anti-money laundering, HR, admin, IT, code of conduct, safeguard etc.

• Must be able to Prepare financial reports and share with donor as per reporting timelines. Must be monitoring the project accounting and financial operations at the project implementation level ensuring consistency in management of financial resources with organisation's policies and procedures and grant contract and guidelines.

Time frame / duration

06 months from the date of the contract (extendable based on need and mutual agreement)

Fee Package

Up-to PKR 80,000 per month (inclusive of all taxes) based on qualification and experience payable on monthly basis based on invoice.

Consultant Profile Requirements

The Consultant should have.

• Valid Degrees in Accounting and Finance

• Relevant and adequate experience (not less than 03 years)

• Understanding of legal compliance requirements and thorough and updated knowledge on tax compliance framework as applicable

• Excellent financial reporting and analysis skills

• Proven accounting software (preferably QuickBooks) and MS Excel skills

• Ability to deliver on time.

• Flexibility to adapt changes.
