Organizational Context and Scope:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice  Pakistan remains the third-largest refugee-hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders and undocumented Afghan migrants.

IOM supports the Government of Pakistan in the implementation of cross-border programming supporting Afghan migrants and refugees which aims to contribute towards promoting peaceful co-existence with host communities. In view of present government policy, and in line with the strategic apComprehensive Action Plan for Afghanistan and Neighbouring Countries (2021-2024). IOM Pakistan will support the most vulnerable communities hosting Afghan migrants and refugees to address humanitarian needs  and reduce protection risks for people on the move, in parallel to  anticipatory  action  to  mitigate  the  crisis  impact,  save  lives  and  livelihoods,  and  enable  societies  to  transition  and  recover  towards sustainable development.

Under the overall supervision of the Chief of Mission (CoM) and the Senior Programme Coordinator (Emergency and Post-Crisis (EPC); and  under direct supervision of the Programme Manager (Community Resilience, Livelihoods and Recovery), the successful candidate will help coordinate and contribute to the implementation of Community Resilience, Livelihoods and Recovery (CRLR) activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.

Responsibilities and Accountabilities:

  • Support in identifying infrastructure gaps and needs in the targeted communities through participating in the communities assessment and planning meetings with stakeholders and coordinating with relevant local authorities maintaining a transparent flow of information between targeted communities, local authorities, contractors and IOM management team to select suitable projects.
  • Participate in joint field visits with other relevant team members in targeted communities in order to assess the needs and gaps. In addition, conduct an analysis of existing structures and their capacities in order to further guide the selection of quick impact projects (QIPs).
  • Study the scope of civil works/minor upgrade works/Infrastructure/solarization works and support the programme officer in planning and implementation of these variety of infrastructure activities.
  • Draft the initial rehabilitation plan for the designated quick impact project (QIP) including intended work needed, BOQs, timeline, budgeting and recommendations for handover.
  • Monitor the implementation process of quick impact projects (QIPs) through conducting frequent individual or joint field inspection visits with other relevant team members/stakeholders.
  • Coordinate with the end user at field level and resolve any issues proactively which might arise due to contractors operation.Manage projects' data by completing FGDs, BoQs, correspondence, inspection reports and handover forms in CRLR database.
  • Direct supervision of daily workers contracted in their area of responsibility including technical feedback, basic quality assurance, attendance tracking and progress monitoring.Support the programme officer in developing bi-weekly work plans and provide continuous updates regarding the status of projects per designated workload.
  • Support the programme officer in the identification of areas of technical growth to build a training plan.
  • Support the programme officer in setting up biweekly, monthly and quarterly work plans with clear objectives and delivery timelines.
  • When relevant, attend frequent planning meetings with the technical and operation teams.
  • Support other projects with technical engineering inputs including assessing the needs for hardware in EDF, assessing the equipment needed for cash for work activities and help identifying skilled/unskilled workers.
  • Undertaking duty travel as required.
  • Performing other duties as assigned.

Required Qualifications and Experience:

Education:

  • University or Bachellor’s degree in Civil Engineering or a related field from an accredited academic institution, with four years of relevant professional experience, or,
  • High School Diploma from an accredited institution with at least six years of relevant professional experience.

Experince:

Minimum 4 years of experience in relevant experience preferably for a UN agency or NGO;

Experience in financial reporting and analysis;

Experience in coordinating and communicating with diverse stakeholders and partners.

Languages:

Required:

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
  • For all applicants, fluency in English and Urdu is required (oral and written).

 Desirable:

  • Working knowledge of provincial languages is an advantage.
