Under the overall supervision of the SNFI & WASH Programme Manager and under direct supervision of the Senior Shelter/NFI Coordinator, the successful candidate will help coordinate and contribute to the implementation of Shelter related activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.

 Responsibilities and Accountabilities :

  • Carry out technical assessments and analyze the data collected towards the implementation of projects in the Shelter & NFI unit to respond to the needs of Displaced people and host communities
  • Assist in designing Shelter & NFI projects intervention and prepare cost estimates Shelter interventions.
  • Design and lead the technical components of the Shelter programme, including the different modalities of implementation (cash, vouchers, in-kind, etc.) and integration of the relevant cross cutting themes (e.g. Gender, Environment, AAP, etc.) and oversee compliance, ensuring the quality of implementation of the required activities for the successful completion of the different project activities in line with donor requirements and IOM rules and regulations.
  • Prepare and/or review technical specifications, BoQs, drawings of the Shelter recovery planned to be implemented as necessary in order to guarantee quality of the output and alignment to donor requirements.
  • Ensure that materials are used in accordance with BoQ and instructions from the supervisor, keeping records and coordinating with the logistic officer for request and delivery to implementation sites
  • Assist the Team Leader and Hub Manager in preparing final bidding documentation for tender processes.
  • Regularly monitor all Shelter & NFI projects and ensure works progress are carried out and provide daily updated summary to the Shelter & NFI Team Leader
  • Support rapid needs assessment, beneficiaries identification and distribution of NFI kits, including post-distribution monitoring.
  • Prepare daily field reports, analyze the reports and discuss matters that need attention with supervisor.
  • Bring to the attention of the supervisor of any works which are not meeting timelines or where quality standards are not being met.
  • Ensure that projects are completed to a satisfactory standard before final payment is authorized.
  • Assess technically the progress of the project(s) under supervision to ensure that compliance of outputs to planned targets is achieved.
  • Any other duties as may be assigned.

Required Qualifications and Experience:

 Education:

  • Master’s Degree in Civil Engineering, Architecture, Urban Planning, Environmental Engineering, or Humanitarian/Development Programming or a related field from an accredited academic institution with 4 years of relevant professional experience; or
  • University degree in the above fields with 6 years of relevant professional experience

Experience :

  • Experience in the implementation of Shelter related activities in developing countries, preferable in countries facing humanitarian crises and in support of emergency responses; experience in the region is an advantage;
  • Experience in working for Afghan refugee situation in Pakistan and awareness of cultural sensitivities in the region is a plus.

Languages :

  • IOM’s official languages are English, French, and Spanish. 

Required:

  • For this position, fluency in English and working knowledge of Pashto is required (oral and written).

Desirable

  • Fluency in Pashtu is highly desirable
  • Working knowledge of Urdu is highly desirable.
