U.S. Mission Pakistan is seeking applications from qualified individuals for the Resource Coordination Assistant (Grants) position in U.S. Embassy, Islamabad.
Basic Function of the Position – The job holder determines the use of multiple and diverse funding streams for federal assistance awards (grants and cooperative agreements) and ensures their compliance with all relevant U.S. government (USG) regulations and Pakistani laws. Develops and/or clears the development of Notice of Funding Opportunity (NOFO) announcements, tracks the implementation and monitoring of federal assistance awards, maintains paper and digital records of federal assistance awards, and ensures that appropriate close-out and evaluation procedures are followed. Conducts outreach countrywide to promote USG funding opportunities. The job holder is also responsible to conduct monitoring, evaluation, and analysis of the effectiveness and results of federal assistance award projects and programs. The job holder is also responsible to develop budgets for individual grants-funded PD programs, projects, campaigns, initiatives, and activities.

Option 1
EDUCATION: Completion of University Degree (16 years of education) in Economics, Business Administration, Financial Management, Accounting, Public Administration, or local equivalent is required.
EXPERIENCE: Minimum of three (03) years of experience in budget, accounting, business administration, financial management, organizational management, public administration, project management, or grants management is required.

Option 2
EDUCATION: Completion of College or University Studies (14 years of education) is required.
EXPERIENCE: Minimum five (5) years of experience in budget, accounting, business administration, financial management, organizational management, public administration, project management, or grants management is required.
Job Knowledge: The job holder should be able to gain detailed knowledge of U.S. Government (USG) federal assistance award (grants, cooperative agreement) regulations, grants policy directives, public-private partnerships and fundraising guidelines, and Office of the Procurement Executive (A/OPE) guidance is required. The job holder should be able to gain knowledge of Public Diplomacy (PD) management operations, to include financial management, procurement regulations, grants policies and procedures, travel, IT, ICASS cost-sharing policies and procedures, and other administrative procedures and regulations, is required. The job holder should have ability to gain knowledge of U.S. foreign policy objectives and American interests in Pakistan and an understanding of regional, ethnic, socioeconomic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions in shaping Pakistani perceptions of the United States are required. Good knowledge of Pakistani geography, infrastructure, government institutions, and common business and banking practices is required. A general understanding of regional, ethnic, socioeconomic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions as they relate to Pakistani perceptions of the United States is required.
LANGUAGE: Level IV (Fluent) Speaking/Reading/Writing in English and Urdu is required. English language skills may be tested.
Skills And Abilities:
Analytic Skills: The applicant must have strong analytic skills to manage funding from multiple sources, each with different requirements for purpose, oversight, and accounting. Must be able to assess resource challenges and identify solutions, including those that address sensitive resource challenges. Must be able to perceive significant changes in public diplomacy operations and adjust operations in response.
Communication and Interpersonal Skills: The incumbent should have excellent customer relations, interpersonal, and cross-cultural communication skills. Should have excellent written and oral communication skills, including writing reports in English and Urdu. Must be able to work effectively with Mission personnel and Pakistani institutions on public diplomacy operations and resources, including on sensitive or contentious financial topics. Should be able to brief United States officers and visitors on appropriate uses of funding from multiple sources and other resource and funding issues governing public diplomacy.
Management Skills: The incumbent must have strong management skills, including the ability to develop and oversee logistics with partner institutions and manage complex public diplomacy/Consulate General events.
Technical Skills: The incumbent should have good keyboarding and data entry skills, excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures. Should have detailed knowledge of and the ability to use various computer software programs, specifically Microsoft Word, Microsoft Excel, and databases, as well as public diplomacy specific software, databases, and reporting tools. Should be able to support public diplomacy use of digital and visual tools. The incumbent should have excellent numerical skills to manipulate numbers with speed, process personnel and travel documents, develop equipment lists and supply orders, and monitor public diplomacy budgets.
