I.         Program Overview

Chemonics International, a US-based international development firm, is implementing the USAID Climate Finance for Development Accelerator (CFDA). CFDA is accepting applications from qualified professionals for the anticipated buy-in activity, the Pakistan Climate Financing Activity (PCFA). PCFA aims to mobilize public and private, domestic and international finance for increasing clean energy generation, clean energy systems’ resilience, and adaptation efforts through policy reform, awareness raising, and targeted activities to enhance the role of the private sector in Pakistan. PCFA has two primary objectives:

  • Objective 1: De-Risking and Catalyzing Investments in Clean Energy. Under Objective 1, PCFA will support the capacity and linkages for multilateral climate finance proposals for multilateral climate funds (Green Climate Fund, Green Environment Fund, Adaptation Fund). PCFA will build the capacity of relevant ministries in Pakistan for targeted proposal development support, support eligible local entities to become GCF Direct Access Entities (DAEs), and provide a platform for donor coordination. PCFA will also support the private sector, with the goal of building a pipeline of bankable and investable clean energy projects and firms, and linking those projects and firms with climate financing.  
  • Objective 2: Catalyzing Investment in Resilience and Adaptation. Objective 2 aims to unlock and catalyze public and private finance to strengthen the climate resilience of Pakistan’s energy sector, catalyze investment into other sectors for developing climate-resilient infrastructure, and support the country’s National Adaptation Plan. PCFA will focus on improving the enabling conditions for investment, including shifting market incentives towards climate-smart investments, and increasing public funding allocated to achieving adaptation goals. PCFA will also seek to build capacity of relevant public and private institutions to adapt to climate change through awareness raising.

Chemonics seeks a senior international development professional to serve as Operations Manager of this activity.

   II.         Principal Duties and Responsibilities

  •  Support the Team Leader to ensure that USAID and Chemonics policies and procedures are followed appropriately. 
  • Serve as a point of contact to facilitate the coordination of project reports. Liaise with the headquarters Project Management Unit (PMU) to ensure timely and effective ongoing home office administrative and approvals processes, budget review and management, and client communication. 
  • Support the PCFA General Sales Tax (GST) exemption process by advising the vendors on exemption requirements, developing GST exemption paperwork, getting USAID concurrence, and liaising with the related federal/provincial departments to get the GST exemptions  
  • Support the vetting process for PCFA related personnel, subcontractors, grants, procurements, purchase orders, and leases 
  • Support the management of the office facility which includes the physical office space, furniture, equipment, etc. 
  • Coordinate with the Team Leader and the PCFA technical team, USAID and relevant counterparts, to provide operational and logistics support for design and implementation of technical activities. 
  • Support recruitment and employee onboarding, ensuring employee compliance to project and Chemonics policies and procedures as well as USAID rules and regulations. 
  • Support personnel management for the project ensuring that all local labor laws are being adhered to and accurate reports are filed with the local authorities in a timely manner. 
  • Administer employee benefits such as health and insurance coverage.
  • Support project related procurement activities
  • Keep abreast of USAID and other U.S. government regulations and requirements affecting project activities.

 III.         Required Skills and Experience

  •  Bachelor’s degree required; An advanced degree in business administration, public administration or a related field preferred.
  • At least 5 years of work experience in operations, logistics or related field, including at least 3 years working directly with management of sub-grants or sub-contracts with USAID.
  • Experience implementing USAID activities in Pakistan
  • Extensive knowledge of USAID rules and regulations (FAR, AIDAR, ADS 303)
  • Robust understanding of the operations and procurement related challenges in development projects in Pakistan
  • Excellent management and administrative skills
  • Excellent communication skills and ability to work on teams
  • Demonstrated experience working independently, as well as in collaboration with multiple stakeholders and project implementation teams.
  • Fluent English oral and written communication skills are required. Urdu language skills required.  

 IV.         Reporting Position Location

The Operations Manager will report to the PCFA Team Leader. The position will be based in Islamabad, Pakistan, with intermittent travel in country.
