Introduction:

The Fleming Fund (FF) is a U.K. Department of Health and Social Care programme to help low- and middle-income countries fight Antimicrobial Resistance (AMR). AMR poses a severe global threat, expected to cause 10 million deaths annually by 2050. With potential costs reaching $100 trillion, its impact on the global economy is significant. Fleming Fund Grants aim to tackle the AMR challenge in developing countries including Pakistan. The grants are funded by the UK Department of Health and Social Care and managed by Mott MacDonald for the country, regional and fellowship grants. Pakistan has received Fleming Fund support since 2019 in the form of two Country Grants, 9 Fellowships, and central and local procurement of equipment, reagents, and consumables. Between 2017 and the end of phase-1 of the program in March 2023, the program has provided financial support to grantees to establish and support local development of national AMR surveillance systems. 

In partnership with the Fleming Fund, DAI's programme in Pakistan collaborates with the Pakistani government to strengthen systems using a “One Health” approach – a multisectoral approach to complex health problems that reaches across human health, animal health, and environment sectors. As global leaders in One Health, the DAI team helps incorporate One Health across programme interventions. DAI is helping Pakistan become a leader in combating antimicrobial resistance, and a model for better management of antimicrobials in human and animal populations. DAI and its consortium partnershave successfully secured an additional round, Phase 2, of the Fleming Fund Country Grant in Pakistan which spans from January 2024 to December 2025. The Phase 2 of the FFCG programme focuses on achieving four intermediate outcomes: 1) Production of quality AMR/U/C and burden of disease data; 2) Conducting quality data analysis; 3) Sharing quality data analysis with decision-makers; and 4) Contributing to sustainable investments at both the country and global levels to counter AMR.

Position Summary

Under the overall supervision of the Senior Manager OH (Governance and Advocacy), the OH Coordinator will be responsible for coordination at multiple levels for the effective and timely delivery of FFCG objectives. S/he will be providing coordination support to provincial teams and provincial AMR secretariats, as well as the FFCG internal teams.  S/he will also coordinate with diverse OH stakeholders, in particular the public sector counterparts, to ensure the achievement of project’s objectives. S/he will also identify and implement advocacy opportunities and strategies at multiple levels and act as the focal point for Fleming Fellows and other Regional Grants. Work involves creativity, initiative, multi-tasking, and exercising verbal and written communication skills.

SoW

  • Support the Senior Manager OH (Governance and Advocacy) in coordinating project activities, resources and information.
  • Act as the point of contact and liaison with FFCG’s provincial teams and provincial AMR secretariats.
  • Coordinate and collaborate with OH stakeholders, including other government agencies, federal departments, academic institutes, and international development partners.
  • Liaise with the FFCG internal teams for project work planning and reporting.
  • Provide strategic support to the FFCG internal teams in organizing need-based meetings, workshops, and knowledge-sharing sessions to facilitate communication, information exchange and usage of AMR data/evidence among OH stakeholders.
  • Assist in disseminating key messages, documents and strategies developed by FFCG Pakistan to OH stakeholders.
  • Prepare a quarterly progress report highlighting the role/activities of the provincial AMR secretariats.
  • Act as the focal point for Fleming Fellows and other Regional Grants.
  • Formulation and implementation of advocacy strategies to increase and improve public outreach of the project activities.
  • Identify and deal with policy advocacy issues to strengthen impact of project interventions.
  • Prepare key materials (e.g., toolkits, guidance notes, and presentations) to introduce the advocacy strategy and its specific initiatives and ensure that they capture the right internal and external stakeholders.

Required Qualification and Experience:

  • At least a master’s degree.
  • At least five years of experience in coordination, planning, design, follow-up, report writing, and/or monitoring and evaluation.
  • Demonstrated expertise (ability and experience) in leading coordination and working with multiple stakeholders to implement project activities.
  • Demonstrated expertise (ability and experience) in advocacy planning/strategy development/execution.
  • Outstanding verbal and written communication skills in English and Urdu adaptable for difference audiences, including interpreting and condensing technical details or complicated terminology for mainstream public.
  • Competent computer skills to perform essential functions using Microsoft Office products, multimedia editing, and graphic designing with preference for understanding of IT technology and having a technology writing background.
  • Solid collaboration skills to work effectively with diverse stakeholders.
  • Familiarity with AMR, Global Health Security Agenda (GHSA), and other multi sector health initiatives is an asset.
  • Ability to work under pressure in a fast-paced environment.
  • Commitment and drive, with a clear focus on results.
  • Ability to juggle competing priorities, whilst maintaining attention to detail and meeting deadlines.
