Position Objective:
Regular field monitoring visits (80%). Conduct spot monitoring, and progress and process review of activities. Implementation of MEAL & IM plan at field level. Ensure FCM is in-place and fully functional. Manage hard & soft data archiving. Be the primary focal point for data management, developing and maintaining information databases in addition to the conducted Monitoring and Evaluation tools. Support MEAL & IM Officer in project teams’ training on monitoring tools and quality benchmarks. Support in maintaining effective information sharing mechanisms as per information sharing protocol. Support and analyse weekly data, monitoring trends and highlighting concerns. In collaboration with MEAL & IM officer, provide monthly analysis and reporting against the needed regular requirements with appropriate set of recommendations to the project/program management as a part of the Learning process.
Relevant Experience:
Bachelor's Degree in relevant field and/or social sciences/Project management. Minimum 3 years of relevant experience with International NGO or related work in monitoring and evaluation in development sector. Good knowledge of technical principles and concepts in MEAL in emergencies.
Job Description:
Mission 1: Data Collection Support
- Support in reviewing incoming data for completeness and consistency and advise the project team on the tools for improving data logging, entry and processing.
- Support in managing the program curated database (monitor quality of information to be shared according to the information sharing protocol).
- Support in implementing the ACF MEAL Framework and MEAL Plan.
- Help the project team to build their capacity in efficient data collection and management processes.
- Support and ensure that each of the intervention within thematic area is covered by a quality MEAL plan.
- Support in developing and amending the needed tools for MEAL (Observations, PDMs, Baseline/End line, Studies, surveys...etc.).
- Support project team to effectively complete tool for measuring quality benchmarks.
- Support consistent and systematic integration of MEAL issues into the project (identification of gaps in the implementation and facilitating identification of solutions to enhance quality implementation.
- Support MEAL & IM officer in project teams' training on remote monitoring tools and quality benchmarks.
Mission 2: Data Analysis:
- Support in the collection, support for analysis and dissemination of information relevant to the project activities such as Baseline, end line, knowledge retention, Pre/Post KAP, evaluation, cost & benefit analysis.
- Support in organizing, designing and carrying out the evaluation and analysis of datasets related to the project.
- Assist & Participate in the development, implementation and management of new indicators' data instrument/tools.
- Routinely assist in review of datasets, project document, MEAL Plans, IM & reporting plans and ensure the quality of high-value data for accuracy, consistency and comparability.
- Ensure data quality standards during data cleaning and analysis of each intervention’s database.
Mission 3: Visualization/ Reporting
- Coordinate with MEAL & IM Officer to support in reviewing weekly/monthly data submissions from project team, including MEAL plans per project as well as project achievement tools.
- Provide monthly analysis and reporting against the needed regular requirements with appropriate set of recommendations to the project/program management as a part of the Learning process.
- Support in developing analysis and top line reports to be communicated with internal and external stakeholders.
- Support the sector team(s) reporting with accurate figures.
Mission 4: Evaluation and Assessment
- Support MEAL & IM officer, in conducting baseline, end line, and PDM surveys for ACF. In coordination with MEAL unit, support project team in situation analysis (study methodology, tools and approaches) and need assessment for the new project/program development.
- In coordination with MEAL unit, support for conducting mid-term as well as final project evaluations as per the requirement.
Mission 5: Support to Project team
- Support and contribute to the improvement of effective system for complaints handling and response mechanisms.
- Support training on beneficiary accountability and feedback mechanism
- Support and contribute to improvements in project's accountability system and procedure.
Mission 6: Learning
- Assist ongoing learning activities e.g. consolidated routine learnings/findings. After Lessons learnt, support in Lesson Learnt Review workshops, prepare lessons learnt and best practices report.
- Support generating quality learning through evaluations' reports, monitoring report, researches, and accountability system and document learnings.
- Assist in promoting learning culture through sharing and utilization of learning during project.
- Support in collection of relevant data, information documents (reports, project plans and proposals, M&E plans, data and information) information and ensure proper and systematic storage and filing.
Mission 7: Ensure compliance with ACFs gender equality, child protection sensitivity and safeguarding policies
- Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies
- Implement all work related activities with a gender, inclusion and child protection lens
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
