U.S. Mission Pakistan is seeking applications from qualified individuals for the Maintenance Supervisor position in U.S. Consulate General, Lahore
Basic Function of the Position – The incumbent is responsible to serve as the principal authority and technical advisor on all facility operations, maintenance, repair, and minor construction portfolio of U.S. government-owned, short term, and long term leased properties. The incumbent manages and supervises the operation and maintenance program for all facilities to include developing budgets, producing assessment reports and contract scopes of work for repair, improvement, or renovation projects. Runs the Facility Management (FAC) and Improvement Program and serves as the Overseas Building Operations (OBO) liaison at post. Leads the facility management (FAC) section at post in ensuring an effective program. Oversees maintenance program planning, construction alterations, service contracts, and grounds management. Serves as a technical expert and advisor on all facility management functions. Conducts routine inspections of all building systems to determine maintenance, repair, and replacement requirements. Evaluates building interior and exterior components, their age, condition, history, and maintenance needs. Applies a good understanding of the mechanical and electrical infrastructure of buildings and compound utility grids. The incumbent is responsible to lead the FAC Section in the planning, development, and execution of required maintenance and repair projects including design, scope of work, bill of materials, as well as developing cost estimates for in-house or contracted projects. Performs project and contract management functions to include scheduling and coordination of work, oversight, and inspection. Maintains contractual relationships with the Embassy maintenance and construction contractors. Responsible for Overseas Building Operations (OBO) financial assets, requesting, justifying, and managing operating budgets, and acts as signatory for project monetary obligations. The incumbent is accountable to the Management Officer / Senior Facility Manager and Financial Management Officer for expenditures related to facilities operations. Acts as the Contracting Office Representative (COR) for local facility and maintenance contracts. Performs skilled/manual labor as necessary for the maintenance, repair, renewal, upgrade, rehabilitation, and installation of mechanical and electrical components. Maintains appropriate internal controls to prevent waste, fraud, and abuse. Supports and promotes equal employment opportunity (EEO) policies. Acts as the primary liaison between post and Overseas Building Operations (OBO), to include scheduling and acting as control officer for all Overseas Building Operations (OBO) and facilities-related visits. Assists post with VIP visits.
Qualification Requirements:
Education: Completion of University degree (16 years) in electrical, mechanical, civil, facility management, or another engineering field.
Experience: Minimum five (05) years of experience within facilities management (including four years in building maintenance trades) and minimum two years of experience as a facility manager is required.
Job Knowledge: Incumbent should have thorough professional knowledge of the field of Facility Management and of U.S. building and construction practices and codes. Good knowledge of host country building codes. A good knowledge of preparing and managing budgets and documented knowledge of project management.
Skills And Abilities: The incumbent must be able to research, interpret and apply a variety of building regulations and policies. Skills in using various software programs and applications is required. Good computer systems skills including Microsoft Office and Outlook programs, and similar software. Ability to provide excellent customer service and to be able to effectively communicate with individuals of all ranks. Ability to multi-task and to manage personnel. Must be able to work independently including setting priority for self and subordinate staff. Ability to apply fluent English grammar, spelling, punctuation, and formatting skills; to proofread and submit documents without error; draft, staff, and finalize correspondence utilizing clear writing style. Ability to communicate easily with various employees from DoS, DoD, and international organizations. Ability to work in a range of environments (inside/out/cold/hot/rainy/dusty/loud and from heights (ladder, scaffold, roofs). Skills and abilities may be tested.
