The Tuberculosis Implementation Framework Agreement (TIFA) Project is an eight-year (2019-2027) cooperative agreement funded by the U.S. Agency for International Development (USAID). TIFA is implemented by JSI and is a part of USAID’s Global Accelerator to end TB efforts. JSI implements TIFA in partnership with Open Development, LLC. TIFA aims to strengthen and sustain country ownership and accountability by funding national TB programs, empowering local entities, and advocating for domestic resources for TB.

In Pakistan, TIFA supports progress towards national and global TB targets through Technical Commitment Grants (TCGs). The TIFA/Pakistan program manager will liaise with TIFA staff in the US, the NTP, and USAID Mission staff to coordinate the development and implementation of TCGs with the national and provincial TB programs and civil society organizations and coordinate TIFA-funded and integrated health systems strengthening and service delivery (IHSS-SD) led activities. 

Specifically, s/he will: 1) coordinate with the NTP and other implementing partners to monitor implementation of TB TCGs, and assist them in troubleshooting challenges; 2) support the NTP and other relevant organizations to develop additional grants to program the remaining available funds; 3) conduct technical validation of selected milestones submitted for payment; 4) facilitate communication among the NTP, the USAID Mission and the TIFA country support core team in the US; and 5) support IHSS-SD Activity at national level.

Program Manager for the Tuberculosis Implementation Framework Agreement TIFA/Pakistan. The Program Manager will liaise with TIFA staff in the US, the National TB Control Program (NTP), and USAID mission staff to coordinate the development and implementation of TB commitment grants (TCG) with the NTP and manage the TIFA-led activities. The anticipated start date for this position is on/around October, 2023.

Duties and Responsibilities:

  • Serve as the liaison in Pakistan among TIFA, USAID, NTP, and other key stakeholders
  • Participate in onboarding activities including orientation to TIFA program and the grant co-design process organized by TIFA HQ staff 
  • Coordinate with USAID, TIFA, and NTP to manage the TCG development process
  • Support the NTP in efficient and effective TCG implementation and timely submission of milestone deliverables
  • Identify, document and track capacity strengthening needs. Provide or coordinate capacity strengthening support to NTP as requested/agreed
  • Conduct regular (at least weekly) check-in calls or meetings with NTP and USAID/Pakistan to monitor progress in grant implementation, troubleshoot issues, and agree on support or next steps required. Share meeting notes with TIFA HQ
  • As applicable to TCGs or other TIFA funded activities, complete the environmental compliance monitoring checklist
  • Conduct regular (at least bi-weekly) calls with TIFA HQ-based Senior Country Support Manager to discuss implementation and troubleshoot issues
  • Contribute to project quarterly and annual reporting, incorporating input from US-based Senior Country Support Manager, and respond to USAID feedback
  • Review milestone submissions, provide feedback as needed and, where needed, conduct technical validation of the deliverables
  • Provide support to the NTP in smooth implementation of initiatives for developing roadmap on lab Diagnostic network, M&E and Research, and Drug resistance survey, for TB program strengthening
  • Participate in USAID and NTP partner meetings as requested
  • Work closely and regularly with the activity manager at USAID/Pakistan
  • Participate in drafting of success stories.

 

Required Qualifications and Skills:

  • Post-graduate degree in public health, social sciences, or medical sciences.
  • At least 7 years of experience working with TB programs in Pakistan, a good understanding of tuberculosis control initiatives.
  • Prior work history with USAID-funded projects preferred
  • Experience with capacity strengthening support including activity planning, Program management, M&E, Research and Lab/Diagnostics.
  • Ability to work independently and in a team with speed and flexibility responsive to the NTP program.
  • Demonstrated experience as an effective manager and team member.
  • Exceptional computer, written & spoken communication and interpersonal skills.
  • Willingness to travel within Pakistan and participate in calls or meetings as needed.
