The Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity is a USAID funded project. The project started in 2017 with the geographic focus on Sindh, Khyber Pakhtunkhwa, Punjab and to work with the MONHSR&C. The interventions were under three key areas Health Systems strengthening, Global Health Security and Service Delivery. In 2022 the planned activities were accomplished and closed. However, moving forward the programmatic area of focus is GHSA, TB and Pediatric COVID-19 vaccination campaign phase 2. The geographic focus is Sindh, Khyber Pakhtunkhwa and to work with the MONHSR&C. The duration of the project is extended till September 2025.

The Senior Advisor, Infectious Diseases is a full-time position and will oversee the planning, coordination, and technical direction of TB component including sub-partner(s). The position will lead the strategic management of infectious diseases specially TB. S/he will participate in other program activities in Sindh to achieve program goals and objectives as part of the senior management team.

Duties and Responsibilities:

S/he will help identify health system strengthening opportunities, challenges and provide technical support to the Department of Health, Sindh, in particular, the strategic areas of TB.

Participate in all provincial program activities.

Provide technical leadership in developing effective and efficient implementation of TB component in 15 districts of Sindh that are consistent with the project’s program description, principles, and values;

Support IHSS-SD team and Sub Awardees to design and implement operational plans in line with approved Annual Work Plan;

Ensure and direct the development of regular and timely programmatic updates and reports for programmatic interventions related to TB component;

Interact with Sindh TB program, DOH and other key stakeholders of Global Fund for cross programmatic coordination;

Contribute to knowledge management and documentation of key lessons and best practices developed within the project. This includes the ability to research and quickly disseminate important, emerging, and existing evidence-based practices;

Coordinate with technical staff to ensure coherence of activities across all program functions;

Coordinate with Director M&E for implementation of field monitoring;

Represent JSI/IHSS-SD Activity for all TB related activities at provincial and district level activities in Sindh (travel required);

Proactively ensure all JSI policies and procedures throughout activity implementation;

Develop periodic programmatic reports; and

Any other work assigned by the supervisor.

Required Qualifications and Skills:

  • MD, MBBS with minimum Master’s Degree in public health, social sciences, or in a related field required.
  • At least 10 years’ senior level management experience in the design and implementation of health programs required.
  • Experience working with international organizations in the field of public health required, USAID experience preferred.
  • Experience of working with governmental institutions, (e.g. MoNHSR&C, provincial DOH Sindh, and TB program). 
  • Exceptional communication skills in written and spoken English required.
  • Relevant experience of working in Sindh strongly desired.
  • Strong interpersonal skills required.
  • Good computer skills, MS office & related softwares.
  • Demonstrated communications experience including report writing, communication and presentation skills.
  • Willingness to travel project focused districts and participate in calls or meetings as needed.
