Job Description :

  • Procurement Strategy: Develop and implement a comprehensive procurement strategy that aligns with SHED's mission and objectives, ensuring value for money and sustainability.
  • Revise and update SHED procurement manual according to donors guidelines and based on market assessments as and when the need arises.
  • Vendor Management: Identify, evaluate and select reliable suppliers and vendors, negotiate terms and contracts and maintain strong, professional relationships with them.
  • Procurement Planning: Collaborate with various departments of the organization to forecast procurement needs, develop procurement plans and set priorities for acquisitions.
  • Compliance: Ensure all procurement activities adhere to relevant laws, regulations and organizational policies, including donor requirements and maintain accurate records in hard and soft.
  • Budget Management: Monitor and manage the procurement budget, tracking expenditures and cost savings and providing regular reports to senior management.
  • Quality Assurance: Ensure the quality, quantity and integrity of all goods and services procured, conducting inspections and quality checks as needed.
  • Process Improvement: Continuously assess and improve procurement processes to increase efficiency, reduce costs and enhance transparency.
  • Team Leadership: Lead and mentor the procurement team, providing guidance, training and professional development opportunities.
  • Risk Management: Identify and mitigate potential procurement-related risks, such as supply chain disruptions or vendor performance issues.
  • Reporting: Prepare and present procurement reports, analysis and recommendations to senior management and donors as required.

The JDs also include

  • Negotiating with suppliers and vendors to secure advantageous terms.
  • Reviewing existing contracts with suppliers and vendors to ensure on-going feasibility.
  • Building and maintaining long-term relationship with the vendors and suppliers.
  • Approving purchase orders, organizing and confirming delivery of goods and services.
  • Performing risk assessments on potential contracts and agreements.
  • Overseeing and managing the IT systems that track shipments, inventory and the supply of goods.
  • Monitor price increase and communicating changes as necessary.
  • Source, select and negotiate for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers.
  • Prepare comparative analysis of quotations and report to management. 
  • Process purchase orders and documents in accordance with company policies and procedures, coordinating with concerned department and suppliers
  • Maintain complete purchasing records/data of prices, quotations, bills and invoices.
  • Maintaining and submitting logistical, financial and administrative reports as required and in conjunction with the Project Coordinators/ managers.
  • Conduct market assessments from time to time to get current prices of goods and services
  • Conduct bids opening in the presence of procurement committees and keep record of the bids opening process
  • Participate in the projects audit and provide procurement record to the auditors.
  • Collection of samples from vendors and perform quality check of the supplies along with the program team.
  • Responsible for hiring of consultancy service according to approved Terms of Reference (ToR)

Relevant Experience:

  • Master’s degree in supply chain management, logistics, or business administration
  • 5 years of relevant experience in logistics and procurement
  • Proven experience managing supply chain operations.
  • In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access)
  • Management and leadership skills
  • Multi-tasking and time-management skills, with the ability to prioritize tasks
  • Excellent analytical and problem-solving skills

Location of the position: Peshawar

SHED requires the services of Logistic and Procurement Manager to be based at the head office in Peshawar. The position holder will be member of the core staff at head office and will report to Director Operations.
