Job Description:
The European Research Institute Foundation (ERI) is seeking the services of local subcontractors for the implementation of the proposed awareness campaign within the framework of the project “Safe and legAl alternatives for Pakistani potEntial migrants and migrants on the Route” (SAFER).
The SAFER project is co-funded by the European Commission through the AMIF programme (Asylum, Migration and Integration Fund). The project started on the 1st of May, 2023 and its duration is 24 months. The project’s general objective is to design and implement an information and awareness-raising campaign on the risks of irregular migration in Pakistan.
Objective
The objective of this tender is to select the subcontractors responsible for organising the bimonthly community events foreseen in the proposed awareness campaign. The total number of community events to be organised is 30, namely 6 in each region. Although the selected subcontractors will be free to decide about the contents and specific activities of the events, they will be bound to respect the proposed structure, which is the following:

a lecture by an invited expert followed by a Q&A session;
-
involvement of diaspora groups from Europe;
-
an entertainment session.
Location
This consultancy service shall be carried out in Pakistan. Candidates may apply for one specific region or multiple regions.
Duties
The selected subcontractors shall perform the following tasks:

Attend the preliminary training workshop organised by the Project Coordinator.
-
Support to the Project Coordinator during the preparatory research for the awareness campaign by providing a list of relevant references in English, Urdu and other local languages about the project’s target group, namely young Pakistani men. The list shall include: existing reports, books, scholarly articles, newspapers and magazines articles, and market analyses that provide useful information about young Pakistani men and their attitude/behaviour in relation to migration. If such materials are available on the internet, the consultant is also expected to include the links of the documents in the list.

Organise 6 community events in the region of choice.

Find a suitable venue. The venue has to be equipped with loudspeakers, microphones, big screen or video projector and internet connection. Payment of the rent of the venue as well as the technical equipment are the responsibility of the subcontractors.

Advertise the events on local and national media: television, radio, newspapers and social media (at least one national TV commercial, one local TV commercial, two radio commercials on national radio, two radio commercials on local radio, two national newspaper articles, two local newspaper articles and three posts on social media for each event). Advertisement costs shall be borne by the subcontractors.

Send information about the advertisement of the planned events to the Project Coordinator to be published in the project platform.

Make sure that, unless specified otherwise by the Project Coordinator, all communication materials bear the EU logo and the mention of EU funding, the project logo and ID, and the partners' logos. All logos will be provided by the Project Coordinator.

Hire the experts that will give lectures during the events. The topics of the lectures include: different types of visas for Europe and how to apply for them, and available opportunities for employment, vocational training and skills development in Pakistan. The decision on the number of experts to involve is left to the subcontractors. The same expert could speak in more than one event and different experts could speak in a given event. The payment of the experts shall be borne by the subcontractors.

Hire a professional presenter that will host all the events in a given region.

Conduct a live conference call with Pakistani diaspora groups in Europe in each event. Members of the diaspora will share their stories and experiences and there will be a Q&A session with the audience. The subcontractors shall coordinate with the Project Coordinator to mobilise selected Pakistani people living in Europe at the right time. The Project Coordinator will facilitate the live connection between Pakistan and Europe. In case the events take place in remote, rural areas where there is not any stable internet connection, the Project Coordinator will provide pre-recorded videos that will replace the live conference calls.

Identify suitable shows for the entertainment sessions, one for each event. These sessions shall consist of the screening of a movie or a cricket match or live performances on stage, such as concerts, dance, theatre or comedy shows. All costs related to the organisation of entertainment sessions shall be borne by the subcontractors.

Provide catering service for all participants including food and beverages. The costs of the catering shall be borne by the subcontractors.

Ensure that all participants fill in and sign the attendance sheets during each event. The Project Coordinator shall provide the attendance sheets templates.

Send scanned copies of the attendance sheets to the Project Coordinator.

Take pictures and make short videos of the events and send them to the Project Coordinator. During each event, a disclaimer has to be provided.

During each event, identify a sample of participants (at least 20 people) and administer the evaluation questionnaires provided by the Project Coordinator, one before the start of the event and one after.

Send scanned copies of payment invoices to the Project Coordinator.

Keep all relevant original supporting documents (e.g. attendance sheets, invoices/receipts etc.) and send them to the Project Coordinator by carrier within 14 calendar days from the end of each event.

Send a brief report (max. 2 pages) to the Project Coordinator after each event.
-
After completion of the assignment, send a comprehensive final report to the Project Coordinator describing the work done.
Required deliverables
The selected subcontractor shall provide the following documents by email and using an online document storage (Drive):

D1: list of relevant references for the preparatory research with links;

D2: n.6 community events organised;
-
D3: proof of the advertisement of the community events: at least one national TV commercial, one local TV commercial, two radio commercials on national radio, two radio commercials on local radio, two national newspaper articles, two local newspaper articles and three posts on social media for each event; unless specified otherwise by the Project Coordinator, all communication materials must bear the EU logo and the mention of EU funding, the project logo and code, and the partners' logos;

D4: 1 attendance sheet filled in and signed for each event (original and scanned copy), tot. 6 sheets;

D5: pictures and short videos of each event;

D6: completed evaluation questionnaires (original and scanned copies);

D7: payment invoices;
-
D8: a brief report (max. 2 pages) of each event, tot. 6 reports;
-
D9: a comprehensive final report describing the work done.
Max budget
The maximum budget for this service is EUR 22.000,00.

It is allowed to apply for more than one region, provided that applicants have the financial and operational capacity to implement the foreseen project activities in more than one region. The candidates applying for multiple regions must prove to have the capacity to operate in those regions by attaching relevant supporting documents to the quotation (e.g. proof of public events organised in those regions in the past).
