TERMS OF REFERENCE

Scoping of Potential Donors for WaterAid Pakistan

1. Background: WaterAid is an international not-for-profit organisation, determined to make clean water, decent toilets and good hygiene normal for everyone, everywhere within a generation. Since we started in 1981, we’ve remained resolutely focused on tackling these three essentials that transform people’s lives. WaterAid Pakistan (WAP) works towards promoting greater accountability and effectiveness to deliver Climate-resilient WASH services for vulnerable and marginalized people, targeting in specific women, girls; children and persons with disabilities. WAP works with local partners, academic institutions, technical experts, the private sector, government authorities and communities to support the delivery of integrated WASH services for vulnerable and marginalized communities. WAP Country Programme Strategy 2023 to 2028 aims to deliver critical Climate-resilient WASH services to the poor and marginalized communities. To pursue this intent WAP has planned to to conduct a focused scoping of potential donors and funding opportunities relevant to the areas of our work.

2. Current Status: WAP’s current fundraising strategies and plans need to be reviewed/revised in the light of the new country strategy and program plans to capture new donor landscape. This will require reconsideration of increasing our restricted income which focuses largely on commercial contracting and working with key donor suppliers, financial institutions (WB, ADB), private sector for health and climate financing. Securing more and better restricted funding to support our programmes in the country is a priority for WaterAid and there is a need for up-to-date market information to form the basis of our fundraising strategy. WaterAid believes in order to remain relevant, we need to adjust our business development practices and approaches to effectively respond to and acquire resources from our existing partners as well as new/emerging players investing in the country/region.

3. Objective: To gather relevant and new donor information/intelligence that will help WaterAid Pakistan to increase its restricted funding by deepening/diversifying our donor base and strategic partnerships.

3.1  The scope of work: WaterAid Pakistan plans to develop a Business Development Blueprint to inform and guide our funding ambitions. The document will build on existing information available from Global/Regional/country – funding strategy/plans, as well as help bridge key areas of gaps in information with a clear focus on Pakistan. Multi-lateral and bilateral institutional donors, financial institutions, pooled funds, and Asian philanthropy, Trusts and Foundations are included in scope and cover a range of funding mechanisms like grants, commercial tendering, competitive prizes and blended financing. Key aspects of the scope of this assignment includes:

  • Perspectives and viewpoints on donor trends on fundraising in Pakistan and opportunities that align with WA’s priority areas as per new country strategy.
  • Build on existing information that is available as well as bridge information gaps, with a clear focus on opportunities for WAP as per the new country strategy. The existing information includes – global donor scoping findings, regional donor scoping study report, information from UK/WaterAid member countries and country level information. The study should look at – whether the donor has relevant investment in the country, if yes – what are the key priorities, key suppliers or partners, longer term investment strategy (if available), upcoming opportunities, key contacts and possible engagement strategy/spaces for WAP.
  • Explore new donors (who are not funding WAP so far i.e., corporates, foundations, institutional, multi-donor funds, philanthropists, Impact investors, blended finance etc.) who are investing in WASH or WASH-relevant areas particularly – Health/Nutrition, Climate or Education
  • Identify common areas where WaterAid and donor could partner for technical collaboration or joint programming (could be part of the engagement strategy)
  • Review the website and annual reports of other INGOs working in Pakistan for identifying funding sources and explore who could be potential donors WAP can approach.

The main gains and outcomes of this scoping study are:

  • Gain a better understanding of health and WASH and Climate and WASH sector donor base. This will inform us of the characteristics of existing donors and will allow us to make informed decisions for our nonprofit ambitions for the next 5 years.
  • Insights into the existing supporters / donors and those in the target audience that can help develop our base and make it more appealing to our needs.
  • Develop an effective communication strategy to retain existing donors and encourage them to give year-to-year. By understanding our supporters more deeply, we will be able to create more targeted messages to the various segments.
  • Use insights gained about the support base to improve the fundraising efforts by creating campaigns that best fit to our country programme strategy.
  • The key audience for the market scan are the Country Leadership Team, Head of Business Development, funding focal person/teams in South Asia Region, UK and Members.

3.3  Methodology: The market analysis includes desk-based research covering review of all internal documents, particularly existing donor scoping studies, funding and program strategies/plans of country program as well as interview/discussions with key WA staff and leadership. This is expected to give the consultant sufficient information on existing resources, areas of knowledge or capacity gaps which should be the focus of the market analysis. This would be followed by gathering relevant donor/supplier information/intelligence from secondary and primary sources. Overall it would be very important for the consultant to focus clearly on ‘gap’ areas and strictly avoid duplicating the already existing information. At the start of the consultancy WAP will provide the consultant all the necessary back-ground documents as well as contact details of staff/leaders that the consultant could interview/discuss.

The consultancy is to be carried out over a period of 30 days. While the consultant will provide a detailed workplan, [which would be discussed and agreed with WAP’s Head of Business Development], the key activities are listed below;

  • Discussion with selected consultant to finalize the process, workplan etc. and signing of the contract.
  • Review of all relevant internal documents & discussion with key WA staff.
  • Finalize the list of priority donors & suppliers in discussion with WAP – HoBD.
  • Gathering relevant secondary information.
  • External interviews/discussions with key donor/supplier representatives.
  • Submission of draft report
  • Incorporate feedback on the final draft report & other deliverables.
  • Submission of final version of all the deliverables.

4. Key deliverables

The consultant shall work in close collaboration with Head of Business Development. Key deliverable is the study report that would include the following topics;

ü  Summary (covering key findings and recommendations) - 1 page

ü  Brief overview of process, methodology and research questions – 1 page

ü  Findings on each target donor (Bilateral/multi-lateral institutions, financial institutions, corporates, philanthropy – 1 page per donor) agreed. It should cover areas such as

priorities aligned to WAP’s work (WASH, climate change, preventive health, water governance, Menstrual Hygiene Management, WASH in institutions –schools, healthcare facilities, public places/buildings)

investment/funding analysis including multi-country/regional investments/funding (if any). This should also include;

  • the scale of funding
  • Single or multi-year
  • Any preconditions for match funding
  • contracting modalities (channels, types of funding; grant, commercial contract etc.)
  • key implementing partners/suppliers
  • potential engagement strategy for WaterAid
  • Level of compliance requirements (categorized as high, moderate, low, with description)

ü  Key information that includes upcoming opportunities, any relevant donor intelligence in reference to the said opportunities, and key contact details, for each of the agreed list of donors and suppliers in a summary excel file

5. Budget and Terms of Payment

The consultant shall propose daily consultancy rate, which would be discussed and agreed before signing of the contract

  • 100% of the fee would be paid on successful completion of the assignment and approval of the final deliverables by WaterAid Pakistan.

6. Qualification and Experience

  • Extensive experience and knowledge of institutional funding landscape in Pakistan (covering bilateral/multi-lateral institutions, financial institutions, pooled funds, private sector, etc.).
  • Proven ability to conduct high quality research related to grants and funding and produce high quality reports in a timely manner, including identifying/developing new funding pipelines.
  • Strong network and experience of engaging with priority donors, and key prime / lead suppliers.
  • Good understanding of WASH and its nexus with Health/ Climate, particularly in Pakistan context will be an added value.
  • Past experience of developing relationship and consortia formation including securing high value contracts, will be considered an added value.

7. Terms and Conditions

  • WaterAid reserves the right to accept & reject any proposal without giving any verbal and /or written rationale.
  • The consultant shall maintain confidentiality of the information shared to him/her during the process of this task and shall not disclose it with others without written consent from WaterAid.
  • Delay and untimely deliverables and poor-quality deliverables will affect contract amount payment.
  • WaterAid will deduct Tax at source according to the government policy.
  • Poor quality deliverables will affect contract amount payment.
