Position:                      Finance Officer

Reporting Line:         HOD Finance / Project Manager

Qualification:             MA Economics, MBA Finance,   (AC finalist, CA Final would be preferred)

Experience:                At least 5 years professional experience.

Description:

Finance:

  • Maintain proper books of accounts and documentation as per standards (both hard and in accounting software).
  • Ensure compliance with standards as per project implementation framework (partnership memorandum and project contract).
  • Ensure Compliance with local laws i.e. income tax, sales tax, EOBI, etc.
  • Effectively implement all applicable organizational policies such as but not limited to programme, procurement, accounting, fraud, anti-money laundering, HR, admin, IT, code of conduct, safeguard etc.
  • Prepare financial reports and share with donor as per reporting timelines.
  • Maintain project financial risk register.
  • Monitor budget implementation and carry out variance analysis on regular intervals to control deviations.
  • Provide support in budgeting and preparing cost plans.
  • Ensure accurate and timely preparation, reconciliation and processing of payroll.
  • Ensure preparation of bank reconciliation on a timely basis and timely address/record identified issues.
  • Maintain petty cash system.
  • Prepare annual project financial statements.
  • Ensure timely audit coordinations and implementation of recommendations within 03 months
  • Actively coordinate and address all recommendations given by donor through various action plans.
  • Actively guide management on needs of the organization with respect to the financial management of the project.
  • Proactively coordinate with donor’s programe and finance team with reference to pre-approvals and resolution of issues.
  • Any other task related to effective financial management

Admin, HR and Others:

  • Manage overall admin and other activities as per applicable standards
  • Maintain proper arrangement and documentation of all logistic activities (travel, hotel, workshops, meetings etc.)
  • Ensure value for money in managing admin and other project related activities
  • Ensure implementation of code of conduct and safeguarding guidelines/standards
  • Maintain up-to-date inventory of project fixed assets as per standards
  • Conduct physical verification of project assets as per applicable policy
  • Ensure timely and proper maintenance of assets and office premises
  • Ensure proper use of project assets
  • Ensure safeguard of all assets  
  • Maintain proper attendance record of all project full time staff
  • Maintain proper time sheets of all partially charged project staff
  • Maintain proper leave record of all project staff
  • Maintain proper and up-to-date personnel file for all project staff
  • Actively participate in project related meetings
  • Maintain meeting minutes related to periodic management meetings, project reviews and discussion with donors
  • Ensure safety and security of project data and information
  • Any other task related to project administration
  • Effective team management
