Position Objective:

Under the responsibility of the Country Director, the incumbent has the responsibility for ensuring the safety and security of ACF operations in Pakistan; while leading on the provision of a safe and secure access allowing ACF to be at the cutting edge of the operational implementation

Relevant Experience:

Master’s Degree in political science, international relation, humanitarian affairs or relevant field with minimum 06 years of overall experience and 04 years in relevant field in development sector. OR Bachelor’s degree in relevant field with minimum 08 years overall experience and 06 years in relevant field in development sector.

Job Description:

Mission 1: Collect, analyse and share information about the national political and security situation as well as other contextual developments in Pakistan

The Country HAS Manager is responsible for:

•             Develop and maintain an effective network to gather information from reliable sources

•             Closely follow up social, local, national and international media

•             Evidence-based, qualitative and quantitative data analysis

•             Produce regular reporting on contextual developments and security incidents, identifying patterns and trends

•             Communicating informationand analysis to the CD, SMT, Field Coordinators and RSA

•             Alerting the CD, SMT, Field Coordinators and RSA on significant contextual developments andwhen necessary or requested, develop likely forthcoming

•             Briefing/training staff and making them aware of the political and security environment

•             Keep sensitising every ACF employee on security SOPs and procedures and conduct training sessions

•             Organise briefing for every new ACF employee & visitors

•             Participating and representing ACF in access, security meetings/forum and stakeholders’ meetings

Mission 2: In close collaboration with the Country Director, Field Coordinator(s) and RSA, define and implement the ACF safety & security risks management system

The Country HAS Manager is responsible for:

•             Lead on the update/writing process of the Mission National and Local Security plans

•             Closely collaborate with the CD, RSA and Field Coordinators to ensure that NSP & LSPs are constantly updated and available on NHF

•             Ensure that the Security Plans are effectively disseminated and implemented

•             Ensure that minimum standards as defined in the 2018 Security and Safety Policy are respected and known by the CD, Field Coordinators, HAS team and focal points

•             Train Field Coordinators & HAS team and focal points on ACF standards

•             Monitor the implementation of the BSMT action plans, mitigation measures and SOPs

•             Support the Field Coordinators and equivalents in designing their security management systems (context analysis, security plan writing, operational security management, internal communication etc.) and organizational structure (role & resp, job descriptions, position titles, team size etc.)

•             Lead and support field teams with guidance, protocols and tools for conducting security assessments of new area of intervention prior to a deployment

•             Evaluate the operational management of security and provide appropriate support

•             Contribute to senior in-country coordination mechanisms to ensure that HAS considerations are always part of the decision-making mechanisms

•             Establishment and maintenance of regular HAS working groups that includes security and management personnel

•             Participate actively in the project management cycle, from the design to the closing

•             Set up the IMT, support the Field Coordinators in the set up of the IRTs, and develop ACF employees skills for the management of incidents

•             Participate to the management of accidents, incidents, critical incidents and crises in collaboration with the Field Coordinator(s) and Country Director, Regional Security Advisor and/or the designated HQ Crisis Cell (if any)

•             Ensure that all security incidents & accidents affecting ACF operations and major contextual developments are reported in SIRO/Security ADS, causes identified and tackled through an action plan, within maximum 24h after they occur

•             Ensure that SIRO/Security ADS parameters (personal parameters, users list and bases) are constantly updated;

•             If requested by the CD/Field Co/Human Resources team ensure that relevant background checks are completed on new hires; and that no member of staff is without discussing its implications with the Coordination Team (SMT)

•             Ensure that access, safety and security costs are covered by the Mission projects; update/manage the budget/financial lines allocated to security/safety/access; provide inputs to the Finance/HR/Log Manager during the Financial plan design and revisions to ensure the correct staffing / equipping of the security team;

•             Ensure good collaboration and liaison with all stakeholders

•             Ensure that all reporting deadlines are met on time

•             Ensure that contact lists/staff tracker of national and international employees, including visitors and consultants, are updated and available on NHF

•             Develop and maintain a sensitive information management policy and tools; ensure that all documents/policies/tools produced are available on NHF

•             Ensure that the Country Office projects cover HAS costs by providing inputs to the Finance/HR/Log Dept. during the Financial plan revisions and at proposal stage, and follow up the HAS financial lines

•             Define, launch and follow up on the necessary budgets and procurements to enable safety and security management at the Coordination office, and provide technical advice to the Bases (mainly staffing, safety & security equipment and materials)

•             Lead on the update of the no strike list is updated and implementation of the deconfliction process (if any)

•             Ensure gender and inclusion considerations within all security planning and implementation

Mission 3: Evaluate and monitor risks levels through security risk assessments and analysis, updating of security management plans, ensure implementation and provide support to implementing partners

The Country HAS Manager is responsible for:

•             Evaluating and monitoring safety & security risks for ACF staff and operations, and keep this evaluation up-to-date

•             Conduct periodic security & safety risk assessment and analysis (including spot checks) in ACF areas of operations

•             Undertake site assessment and regular visits of ACF physical properties and assets, report on findings and advise necessary improvements.

•             Suggesting mitigating measures to the identified risks and monitoring the implementation of mitigation actions or measures; propose security protocols & rules to mitigate risks

•             Following an incident, collect information, analyse causes, actions to be enforced and monitor their implementation

•             Support field HAS team members and focal points to foster partners safety & security risks management, such as   the organisation of a workshop, needs assessment and  training plan

Mission 4: In close collaboration with the Country Director, Field Coordinator(s) and RSA, lead the implementation of the humanitarian access methodology and gain access through acceptance and engagement with all relevant stakeholders while expanding ACF’s network

The Country HAS Manager is responsible for:

•             Lead on implementation of the ACF humanitarian access methodology and make sure it is in line with the program strategy, ACF policies and security systems

•             Build and develop ACF active acceptance through engagement with stakeholders

•             Organise regular field trips for meeting with stakeholders to improve acceptance and expand ACF network

•             Build relationships and trust, ensure good coordination and liaison with actors responsible for overseeing the ACF interventions, including government authorities, non-governmental authorities, community and religious leaders, and relevant powerbrokers

•             Manage the effective implementation of a context-sensitive humanitarian communication and access project in collaboration with other I/NGOs

•             Liaise with external stakeholders, including Federal government, MOI, EAD, LEAs, SAFRON, PDMAs, security focal points of I/NGOs and UN for understanding security situation and facilitate access for ACF staff and implementation of ACF programmes

•             Maintain project details of ACF and record of NOCs, MoUs updated all the times for timely submission to authorities & LEAs in consultation with CD and PD department.

•             Developing and maintaining contacts with key actors and communities in obtaining acceptance and access for ACF

•             Keep updated the contact list of relevant stakeholders from all field focal persons; make sure all those contacts are adequately archived

•             Translate stakeholders’ statements/communication when appropriate

•             Lead the negotiations on humanitarian access with all the involved Government and other actors at federal level and in provinces where we do not have a Provincial office;

•             Technically support the HAS team and Field Coordinators in negotiation on humanitarian access with  Government and other actors at provincial and district level where we have a Provincial office;

•             Technically support the negotiation with communities for humanitarian actors with the relevant field coordinators or equivalent;

•             Lead preparation and submission of all necessary reports and approvals from federal level and for provinces where we do not have a provincial office;

•             Proactively build, document and maintain a network with external stakeholders

•             Capitalize all data in appropriate tools for access and actors mapping

•             Produce regular analysis notes on access specifying possible impacts on operations

•             Plan, implementand supervise the HAS team trainings on ACF access methodology, acceptance, negotiation, humanitarian principles, ACF Charter/Values

•             Promote learning and sharing of best practices in obtaining humanitarian access amongst national and international humanitarian community

Mission 5: Ensure a high level of situational awareness and security culture among visitors and the Coordination team, guided by the humanitarian principles

The Country HAS Manager is responsible for:

•             Lead on the organization of regular simulation/drill exercise / trainings , prepare teams to incident, to test the security management systems in place and improve them

•             Ensure that staff requested to follow a PFST/HEAT are registered and will attend it within 3 months after their 1st contract's day; develop a local opportunity if available

•             Ensure that the all non-respect of SOPs are reported to/addressed by the Country Director and in serious cases to the Regional Director and Regional Security Advisor

•             Ensure a briefing note, procedures and security management for visiting expatriates of ACF and other guests/ consultants.

•             Briefing/training staff and making them aware of the context, trends, political and security environment, procedures and rules

•             Identify training needs and conduct training for staff

•             Plan regular training session on Humanitarian Principle, ACF Charter/Values

•             Collecting and recording information related to local political & security contextual developments

•             Closely follow up contextual developments on social, local, national and international media

•             Producing evidence-based reports built on qualitative and quantitative analysis

•             Communicating information and analysis at the CD, RSA & Coordination team

•             Develop and update access & security maps for Islamabad

•             Participate in security meetings with different parties and organise meetings every time it is necessary (with external partners and/or ACF staff)

Mission 6: Operational safety & security Management the of the Coordination office

The Country HAS Manager is responsible for:

•             Premise selection and security management for Islamabad, including hotel & guesthouses for international visitors and staff

•             Assessment of the safety & security of new premises and make recommendations

•             Validation of movements of all ACF Islamabad based staff; security clearances of all travel requests

•             Track movement of staff originating from Islamabad, as well as direct management of all internationals staff & visitors movements (sms, whatsapp and vehicle trackers)

•             Ensure compliance of all movements with movements protocols

•             Training of Islamabad staff as per safety & security management

•             Permissions for all Islamabad based security activities and initiatives are provided in a timely manner

•             Providing advice and guidance on how to reinforce AAH access, safety and security systems

•             Provide recommendations to the CD on security issues; Supporting the CD during and after a security incident

•             Following a security incident, collect information, analyse causes and actions to implement, write the report, implement and monitor the actions

•             Providing technical support to the logistics team and drivers for tracking vehicles and movements and on ACF security SOPs

•             Orientation and capacity building of all ACF staff including drivers and security guards on ACF security policies and procedures and give security briefing to all ACF/rental vehicle drivers.

•             Conduct Safety and security audit once a year and provide recommendation

•             Ensuring a filing system is in place for HAS related documentation

Mission 7: Management of the HAS team and technical support to implementing partners

The Country HAS Manager is responsible for:

•             Line management of the HAS team members, Security Guards, technical management of the Logistician Manager and Drivers on security & safety in Islamabad

•             Functionally supervise the HAS team and/or focal points in all areas of intervention

•             In close collaboration with the CD and under the supervision of the RSA develop and lead on the implementation of an annual work plan for the HAS dept.

•             Recruitment, performance appraisal and evaluation of the HAS team

•             Ensure that the HAS Focal Points/team actively participate in the program strategy definition, proposal writing, project kick-off and ending meetings

•             Ensure that the HAS Team/focal Points have actively participated in external Coordination meetings and networking activities

•             Taking part in the selection of security supervisor and security guards to be deployed at premises

•             Establishing and supervising shifts management and duties of security guards in collaboration with security supervisor; coordinating with the guards' and services providers in term of planning operations and task sharing

•             Evaluating performance of security supervisor and guards on regular basis and suggest necessary replacements if required

•             Organise and lead weekly team meeting with guards & drivers

•             Identifying the training needs, and conducting regular training sessions on Humanitarian Principle, ACF Charter/Values for drivers & guards

•             Ensure that HAS team regularly conduct spot checks of partners with regards to their security management and compliance of minimum security standards as per the security section of ACF partner’s due diligence

•             Ensure training modules are available and implemented for local partners

•             Ensure partners maintain necessary permissions for projects, and keep a record of these documents

Mission 8 : Proactively support ACFs commitments to gender equality and child protection sensitivity

The Country HAS Manager is responsible for:

•             Read and ensure a full understanding and promotion of ACFs Gender Minimum Standards & Child Protection Policies

•             Implement all work related activities with a gender, inclusion and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries

•             Ensure and encourage the incorporation of gender equity principles in all policies and activities

•             Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Skills and resources needed to perform the function:

•             Master’s Degree in political science, international relation, humanitarian affairs or relevant field with minimum 06 years of overall experience and 04 years in relevant field in development sector. OR Bachelor’s degree in relevant field with minimum 08 years overall experience and 06 years in relevant field in development sector.
