CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff


ROLE PURPOSE:

The New Business Development Manager supports Save the Children’s efforts to achieve greater program results at scale, especially for the most deprived, through successful pursuit of large and strategic funding opportunities. As well as supporting the Director PQEI/NBD in maintaining strategic relationships with key donors and government partners while executing SC’s vision, strategy and operational plan. This position will coordinate and lead the proposal development for strategic funding opportunities, and package programme strategies as per donor requirements, and ensuring the highest quality of products are submitted to the member and donors. S/he will also provide guidance and support and capacity development of the new business development staff, technical experts and other staff in proposal development. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

General management

  • Support the effective materialization of the Save the children’s funding strategy aligned with country strategic priorities
  • Lead and participate in any donor visit to project(s) within the country office portfolio, as required.
  • Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
  • Ensure a child rights approach and resilience cuts across all our thematic areas in project design, and that all sectors apply a risk lens to program design in line with Save the Children policies
  • Ensure excellent coordination and cooperation with technical advisors as well as surge teams during emergencies.


New Business Development

  • Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors. Use creative approaches to link programme aspirations to donor priorities, while also effectively influencing the strategies of donors.
  • Track up-coming funding opportunities, donor engagement and proposal development process. Prepare regular updates on the status of the funding portfolio and key trends to monitor.
  • Assist in developing funding raising strategy, which should reflect our ambitions and new creative thinking to achieve more for children.
  • Pro-actively seek donor intelligence on prospective new opportunities or partnerships.
  • Ensure key contacts, required formats and donor strategies are kept up-to-date at the country office level.

Donor engagement

  • Liaise with member offices on donor engagement and positioning.
  • Scan for funding opportunities and liaise with donors about specific funding opportunities.
  • Pro-actively seek local donor intelligence on prospective new opportunities or partnerships.
  • Participate in key donor meetings, when necessary, to foster long-term collaboration and engagement.
  • Facilitate the development and regular update of donor engagement plan, consistent with the Country Strategy
  • Plan and facilitate regular donor check-in/update visits with major institutional donors in Pakista
  • If needed represent Pakistan office in relevant donor forums, workshops and conferences where new business development opportunities can be formulated.

Program design and proposal development

  • Lead and support the development of high-value proposals or bids, building on global, regional and national expertise, and ensuring the highest quality product.
  • Work within interdepartmental coordination for programme and proposals development with Programme Teams, Security, Awards Management, Finance & Grants, and HR (for staffing requirements).
  • Guide the New Business Development staff in drafting key sections of proposals that are standard inputs – e.g. capability statements; country context and programme experience, while drawing on the expertise of technical advisors, Operations, Finance, HR and Security.
  • Monitor and track the proposal development calendars to ensure the process and deliverables are on track and timely while ensuring and facilitating coordination amongst teams –Programme Operations, Finance, HR, Security and Member Services.
  • Ensure quality assessments, evidence-based design, using literature review, best practices and lessons learnt from previous programs in all proposals.
  • Ensure partners are properly engaged during proposal process.
  • Represent Save the Children as a generalist, alongside technical experts, in consortium meetings regarding proposal development.

Staff management

  • Assess capacity gaps, provide trainings for New Business Development team.
  • Responsibility to create and maintain a managerial and operational environment within the team, where the Child Safeguarding Policy is effectively implemented.
  • Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

QUALIFICATIONS AND EXPERIENCE:

  • Development professional with a relevant Masters’ Degree or equivalent professional experience.
  • At least 07 years’ experience in development of proposals for both humanitarian and development projects for international donors.
  • At least 03 years’ experience in both an emergency and development contexts, preferably with solid experience in at least 2 priority sectors of Save the Children: education, protection, child rights governance, health, nutrition, gender equality and social justice.
  • Track record in developing winning bids and proposals for donors (corporates and others).
  • Proven ability to effectively lead managerial positions to coordinate teams and design quality programs.
  • Experience in both development and complex emergencies preferred.
  • Excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels and pull together input from a diverse team.
  • Excellent writing/editing, reporting, budget development and presentation/communication skills.
  • Experience in coordinating development of large-scale or strategic proposals, including the development of multi-million-dollar project budgets.
  • Cultural awareness mastering and ability to work in an international environment with people from diverse backgrounds and cultures.
  • Strong results orientation, with the ability to challenge existing mindsets.
  • Ability to present complex information in a succinct and compelling manner.
  • Fluency in English, both verbal and written, required.
  • Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy
