Pak Women is a national NGO and working for the promotion and protection of women, children, and persons with disabilities. Pak Women is looking for Social Mobilizers for its project “Inclusive Democratic Processes and Governance (IDPG) for swat district”.

6. Program Overview

The International Foundation for Electoral Systems (IFES) is collaborating with the Election Commission of Pakistan (ECP) to implement the USAID-funded CEPPS project, Inclusive Democratic Processes and Governance (IDPG) in Pakistan. The primary goal of IDPG is to enhance the electoral and democratic participation of women and minorities in Pakistan's electoral and governance processes. A key objective of IDPG is to deliver services in coordination with the ECP and other election stakeholders to address and eliminate barriers to voter registration, including for women and minorities. Through this collaborative effort, IFES will closely work with local partner Pak Women to implement a set of activities that results in 7,000 individuals obtaining their National Identity Cards. Pak Women’s outreach efforts will focus on women and other marginalized individuals, including persons with disabilities and religious and ethnic minorities, focusing on the areas affected by flood in Swat.

7. Overview of the Position:

To achieve its goals, the project will undertake social mobilization activities for data collection and work in close coordination with key government stakeholders such as the Election Commission of Pakistan (ECP) and the National Database and Registration Authority (NADRA). The position of Social Mobilizers are responsible for organizing social mobilization activities to aware of access to democratic rights for women, people with disabilities, and religious minorities of district Swat and identify unregistered women, minorities, and persons with disabilities for facilitation to register them with NDRA by obtaining NICs.

8. Roles and Responsibilities:

  • Social mobilization for effective use of the community resources.
  • Community mobilization and prioritizing of field work.
  • Remain in close contacts with the key members and pass on immediately their concerns and issues to respective program team for timely solution.
  • Ensure, through daily dialogues and consultations that the strategy of the projects and the commitments of the various stakeholders are adhered to.
  • Identify and finalize list of census blocks for each Swat district in consultation with respective “District Election Commissioner (DEC), and also in consultation with Pak Women’s focal Persons
  • Coordinate with the ECP and NADRA at the respective district, regional and provincial level for effective implementation of project activities, such as finalization of census blocks and target number of unregistered women, minorities and person without disabilities.
  • To attend fortnightly meeting for planning, submission of listing and facilitation details and request for MRVs under the umbrella of respective district DEC.
  • Carry out social mobilization activities to identify and prepare list of unregistered women, PWDs and Minorities in the target areas, using the prescribed formats., as well as data provided by IFES other partners.
  • Provide data of the un-registered women and transgender in the excel/database formats provided by Pak Women.
  • Verify the listing data using verification exercise – 100% verification of the listed women by the second party service provider.
  • Provide the listed data on each Sunday evening to the data management officer.
  • Facilitate the coded listed women, PWDs and minorities for NIC registration through NADRA Registration Centers (NRCs) or Mobile Registration Vans (MRVs).
  • Share registration token issued by NADRA with Pak Women for further verification on each Sunday evening.
  • Responsible to track record of individual women, on the prescribed format.
  • Responsible to meet the assigned targets on monthly basis assigned by Project Manager.
  • Provide clear and athematic token to Pak Women.
  • Responsible for facilitation during Pak Women social media campaigns.
  • Responsible for field visits arrangements for Pak Women team as well as for donor agencies (IFES/DRL).

9. Requirements (Education, Experience, Skills, Languages.):

  • Bachelor’s degree in social sciences, or related field (advanced degree preferred)
  • Minimum of 2 years of experience (3+ years of experience strongly preferred) with NGOs and INGOs
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations
  • Experience in facilitation of NICs
  • Demonstrated oral and written English skills; proficiency in English is desired.
  • Ability to travel within project areas as required

b) PERIODIC DUTIES AND RESPONSIBILITIES:

  1. Preparation of Weekly & monthly action plans on specified format and submission to the data management officer
  2. Participation in fortnightly and monthly progress review and action planning meeting at head office.
  3. Assist data management officer and operations in finalization of monthly progress report
  4. To report Listing and facilitation data within a week to data management officer
  5. To attend any capacity building training arrange by Pak Women or donor or any other organization, relevant to his/her job.
  6. To attend any outside meetings and workshop when and where required, relevant to his/her job.
  7. Help data management officer in preparation and finalization of project completion report.

10. DOCUMENTATION/ ANY OTHER FACTORS:

Documentation:

  1. Submission of meeting minutes to project manager of all meetings with all stakeholders (ECP & NADRA)
  2. MOVs submission of all facilitation of NIC and listing of unregistered women, transgender
  3. Monthly action plans/Event Planner
  4. Any other relevant to job and required
  5. Use of PC/Laptop, internet, attend emergency meetings, trainings, workshops, seminars, visit to other areas, exposure visits, out of country visits etc.
