 Job Description

  • Be responsible for processing purchase orders and invoices and ensuring compliance with relevant policies and procedures.
  • Monitor and work closely with Procurement Specialist and PMU staff by providing regular updates and escalate issues to ensure deliverables and deadlines are met, and payments are made to the suppliers in a timely manner.
  • Prepare, execute and update procurement plans.
  • Provide capacity building, mentoring and monitoring support to partner organizations in effective procurement management (including community driven procurement).
  • Liaise with finance department to make vendors payments within the deadline.
  • Work closely with Procurement Specialist in ensuring completion of Contract Registers, reviewing different checklists and ensuring completion of documentary requirements
  • Monitor contract closing deadlines per procurement master tracker and flag issues accordingly.
  • Establish an effective and comprehensive filing management system (both soft and hard) for the procurement function.
  • Conduct market surveys (both desk reviews and visit to the market) to ascertain the reasonability of pricing offered to ensure value for money.
  • Assist Admin/HR Manager to provide administrative and logistic support to the PMU team for smooth office operations as well as field visits.
  • Assist Admin/HR Manager for HR record including personnel files, Attendance/Leave record and Health Insurance etc.

 Required Qualifications and Competencies

  • Master’s degree or 16-year education in Business Administration,    Supply Chain Management or relevant discipline.
  • Minimum 5 years of Procurement and Admin experience.
  • Knowledge of procurement rules and regulations including PPRA, IFAD, World  Bank, ADB and other donor organizations is desirable.
  • Good writing skills e.g. contract/agreements and reports and fluency in English.
