CHILD SAFEGUARDING:

 Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Support in the continuous development of information management system for flood response and regular programs using agile methodology of software development with its implementation, testing and deployment.

KEY AREAS OF ACCOUNTABILITY :

 

System Design and Roll out:

  • Facilitate and support MIS Manager in development of web-based real time rights-based Management Information System (MIS) for data management, analysis, and reporting of different projects activities managed by CO for Flood response and other regular stream projects.
  • Support in design and development of feedback response mechanism (FRM) and Quality Benchmark (QB) monitoring Trackers to securely record feedback/complaints.
  • Facilitate in development of web-based single page application infographics dashboard to provide different visual based data representation, tracking the progress of project activities and project’s performance indicators in graphical format along with presenting FRM and QB tracker data.
  • Support in development of relational database, stored procedures, views, functions, and other complex queries to manipulate datasets
  • Support in writing client-side codes/scripts to introduce series of data quality assurance including masking, validation, and duplication prevention
  • Facilitate in development of filterable grids and data import, export features to import and export data.

System Management

  • Ensure the MIS functions effectively with data uploaded on time and reports generated frequently as required.
  • Facilitate in capacity building activities to provide support to MIS users at each tier.
  • Consider security and back-up features during development for data safeguarding.
  • Observe data repositories and perform data cleaning on need basis to ensure validity and reliability of reported data.
  • Perform thorough testing of developed modules in MIS before deployment to live server.

Communication and Documentation

  • Support in preparation of technical documentation and user guide for developed MIS
  • Work closely with MIS Manager and Provincial and CO MEAL Managers to ensure that data provided at the field level and country level is of high quality and shared in a timely manner.
  • Ensure that regular data analysis reports are prepared for effective programme management and decision making;

QUALIFICATION & EXPERIENCE AND SKILLS

  • Master’s/Bachelor’s degree in Computer science, Software Engineering or IT
  • Recommended a minimum of 2-4 years’ experience managing large-scale information systems preferably in development or humanitarian contexts, preferably with solid experience in more than one of the Save the Children priority sectors: education, protection, rights governance, health and nutrition, WASH, Food Security and Livelihood and emergencies
  • Must be proficient in development of web application using WampServer.
  • Professional Knowledge of coding in open-source software PHP, Vue JS, JavaScript, HTML5, CSS3, Bootstrap, jQuery, JSON, AJAX and other JavaScript frameworks and database knowledge of MYSQL.
  • Demonstrate PHP development experience in an MVC framework (Laravel, CodeIgniter)
  • Experience in android application development and GitHub is a Plus.
  • Skills in software development for web-based data collection and reporting interfaces
  • Willingness to work under pressure and stressful situations without compromising on deadlines or quality
  • Fluency in English, both verbal and written, preferred
  • Must be proficient in Microsoft Excel
  • Commitment to Save the Children values
  • Excellent facilitation, communication and interpersonal skills
