About Project:

Pathfinder International, is currently implementing the Qadam Ba Qadam (QBQ) project, funded by the Bill and Melinda Gates Foundation. The project's primary objective is to strengthen health systems and increase access to post-pregnancy and post-abortion family planning (PPFP and PAFP) services by integrating and institutionalizing them into the existing healthcare system by March 2025. Pathfinder is providing technical support to the provincial governments in the form of improved coordination and management platforms, creating an enabling policy environment for PPFP and PAFP, enhancing health-system capacity to design and implement SBCC interventions, and improving data management and reporting systems. The success of the project will be determined by targeted provinces' ability to strengthen and revitalize monthly coordination and management platforms, adopt and implement PPFP and PAFP results frameworks and QA frameworks, approve implementation plans for PPFP and PAFP policies and guidelines, improve health system capacity to implement gender transformative SBCC strategies, provide additional technical assistance, and improve existing data systems for better decision-making. Pathfinder is closely collaborating with the health departments and Population Welfare Departments of the four provinces (Sindh, Balochistan, KP, and Punjab) to ensure alignment with the Universal Health Coverage national commitment and the Sustainable Development Goals.

The objective of the Assignment:

  • The consultant will be responsible for developing a comprehensive evaluation plan to assess the effectiveness of the QBQ project in integrating and institutionalizing post-pregnancy family planning (PPFP) and post-abortion family planning (PAFP) services into the existing healthcare system in the provinces of Sindh, Balochistan, KP, and Punjab.
  • The consultant will review project documents, identify relevant indicators and targets, develop a methodology aligned with the project's objectives and activities, and identify potential data sources and collection tools.
  • The consultant will also develop a sampling strategy and data analysis plan to ensure the reliability and validity of the evaluation data. Ultimately, the consultant will submit a final evaluation plan that will assess the effectiveness of the project in integrating and institutionalizing the healthcare system's capacity to provide PPFP and PAFP services.

The consultant will be required to undertake the following tasks and deliverables:

Kickoff meeting with Pathfinder’s team to mutually discuss timelinesand understand assignment and deliverables  

Submission of the detailed work plan and Inception report

Reviewing the project documents including the Project Technical Narrative, Result Framework, KPI Tracker, Work plan, and progress reports

Developing a draft evaluation plan that includes the mentioned tasks

Identifying appropriate indicators and targets for measuring the project's outcomes and outputs

Developing the methodology that addresses the key evaluation questions and is aligned with the project’s objectives and activities

Identifying potential data sources and data collection tools, such as questionnaires and interview guides

Develop a sampling strategy and data analysis plan to ensure the reliability and validity of the evaluation data

Share draft version of the evaluation plan with the Pathfinder team for review, feedback, and/or approval

Submission of the final evaluation plan

Submission of final evaluation plan after incorporating Pathfinder’s teams’ feedback

Desired Qualifications:

  • Advanced degree / master’s degree in public health, social sciences, or a related field
  • At least 5 years of experience in designing and conducting evaluations of health programs/projects
  • In-depth knowledge of family planning, gender, and health systems strengthening in the context of Pakistan
  • Knowledge and experience in developing evaluation plans using mixed methods approaches.
  • Familiarity with the UHC national commitment and the SDGs
  • Strong analytical and report writing skills
