for

  Chief Executive Officer

 

 

Responsible to: Board of Directors/ Chairman

 

Responsible for: All program and operation team along with quality assurance unit and internal control at country level. He/ She is responsible for strategic development of the country program and smooth relationship with key partners in line to the organizational strategy.

Purpose of the Post:

The CEO is “Help In Need” official representative at country level. He/ She oversees the smooth running of the country operations. He/ She will implement organizational strategy, according to the national humanitarian and development context, and ensures its implementation across the country level. He/ She monitors projects, ensuring that they are progressing in accordance with the “Help In Need” charter and complying with the organizational and partner procedures. He/ She mobilizes resources and grants necessary for the programs to run effectively and supervises the administration of these programs. He/ She coordinates the teams in place and ensures their safety and security as well as personal and professional development plans. He/ She is the direct liaison for “Help In Need” at country level.

  • To maintain highest standards, honesty and integrity in all disciplines and course of actions and may help individuals and teams to do so.

Core Responsibilities

  • Supports the head of program, operations and finance department towards the smooth implementation of country program.
  • Responsible to coordinates with other humanitarian agencies, donors and relevant UN agencies at country levels to advance HIN Country program and promote best practices for development program
  • Provides coordination, technical backstopping and capacity building support to program and operation heads as well as implementing partners for ensuring effective, timely and accountable Program delivery.
  •  Correspondence and liaising with regional offices and other stakeholders when and where needed
  • Supervising and assurance of compilation of program and financial reports form downstream partners and field offices and may reviewed for further sharing with up-stream partners
  • Review and finalization of reports in coordination with line manager, share final report with all relevant stakeholders.
  • Establishment of Resource Mobilization/ grant acquisition strategy in line to organizational strategy while leading the country team
  • Keep abreast with donors’ strategies, develop strategic partnerships with donors and present HIN country strategies and achievements.
  • Provide leadership in formulating project proposals in line with the country context and the HIN country strategy.
  • Identify of potential new operational directions (technical areas, geographical coverage, partnerships) in developing HIN country program.

Human resources management

  • Provide administrative oversight of human resource management in the country team;
  • Ensure all country office-level documents are updated, staff are aware of them and all relevant soft and hard copies of key documents are stored securely through data management initiatives
  • Support professional development of the HIN country team.
  • Ensure performance reviews are carried out by line-managers at country level
  • Adopt and encourage a pro-active approach to addressing and resolving any HR-related issues in a transparent and positive approach
  • Plan and provide oversight of the recruitment of new country office personnel.

Financial supervision

  • Ensure regular review of the country program cash flow and expenditure forecasts.
  • Ensure regular monthly follow-ups are duly prepared at the project level and analyzed at the country office level by the finance staff leading to prompt resolution of identified challenges and problems;
  • Ensure procurement policies are followed at all times as per the HIN Procurement Manual.
  • To assist Board of Directors/ Chairman in yearly program planning & budgeting.
  • Distribution of funds to partners and HELP IN NEED office(s) in consultation of program and finance department
  • Responsible to review, forecast of financial health while leading the finance team and presenting to board members/ chairman for decision making purposes
  • Ensuring Annual Audits through an appropriate process and presenting audit reports to board members/ chairman for their reviews and finalization.

External relations

  • Participate in relevant coordination meetings and update all relevant stakeholders on the HIN country program;
  • Update the board members/ chairman of the HIN about current and planned activities.
  • Ensure visibility of HIN country program.

Master in Arts, sociology or equivalent

Foreign Graduate in Development Studies

a)     Development and Humanitarian Nexus and sound understanding of institutional grants

b)     Knowledge of humanitarian response planning and have sound understanding of humanitarian interventions and hazards mapping 

c)     Humanitarian principles, global practices and UN cluster system

d)     Safeguarding, Protection, conflict of interest and policies around fraud and corruption

a)     Experience/understanding of the development and humanitarian projects for 7-10 years

b)     Experience in Disaster Preparedness/emergency preparedness and response planning and representation at national clusters
