Position Objective:

Ensure smooth and timely implementation of humanitarian First Aid (FA) Program in Pakistan. Coordination with other department in situation of emergency to ensure coherent PRCS response’s technical reference point for the branches. Work as team player to archive overall task of health program

Specific Duties, Responsibilities and Accountabilities                                            

1.

  • Work toward the achievement of PRCS goal of “A First Aider in every Home”.

  • Overall responsibility for managing the PRCS FA file and act as technical reference point on the file.
  • In consultation with donor and provincial branches, responsible for developing program plans & budgets.
  • Develop program logical framework, annual budget & responsible for effective implantation of the annual program plans to ensure the funds are utilized as per the general financial protocol and special PRCS/ ICRC financial regulation and for greater impact.
  • Act as first point of contact for branches and partners on the FA file. Provide technical guidance and ongoing support to the FA Coordinators in the branches in collaboration with HOD Health to ensure effective and timely achievement of the program objectives.
  • Responsible for checking all FA-relative financial reporting, Invoice for completeness for supporting document according to rules and ICRC-PRCS financial regulations and approved budgets.
  • FA inventory/ Logistics data management

  • To undertake extensive travel (program relative districts) to coordinate first aid Training program between NHQ and provincial headquarters and provide ongoing technical support, facilitation, monitoring and evaluation of First Aid Training activities.

  • Ensure the program being implemented according to the First Aid Training Policy at all level and revision of FA policy in consultation with stakeholders at provincial and National Levels may be performed as per need.

  • Ensure First Aid trainers have access to suitable first aid training equipment and timely provision of equipment to the branches.

  • Conduct/Facilitate First Aid Refresher Course and Training of Trainers course for FA Program staff.

7.

  • Produce regular, timely, accurate reports (narrative, financial and other) for the organization and for the donor/s.

  • Promote First Aid Training with Government Department, International and Non- Government, multinational organizations etc. and foster an interest in the public at large in First Aid to ensure eventual self-sustainability.
  • Work to integrate joint PRCS-ICRC FA program with ICRC health programs in AJK, KP, MA and Baluchistan to further strengthen the continuum of care and the sustainability of the FA program.
  • Proactively contribute towards shifting the program beneficiaries from education institution towards communities.
  • Ensure that FA coordinators and DFA in their respective districts are closely coordinating the program activities with the health department.

  • Arrange first aid technical committee meetings for PRCS FA program review, challenges and way forward, and update the FA curriculum & training modules as per the GFARC guidelines

  • If required, ensure smooth correspondence and collaboration with PNS regarding the implementation of FA related activities.

11.

  • Contribute to achieve overall goal of health department by participating in program being implemented, under development and maturation phase.

12.

  • To act as response execution focal person in the case of small-scale emergencies and to be part filed health response team during major disaster.

13.

  • Develop and share proposal for expansion and sustainability of FA program.

14.

  • Any other task assigned by management

Education                                                                                                                        

Qualified Health professional (MBBS) from PM & DC recognised institution with MPH from HEC recognize institution.

Experience                                                                                                                                                  

  1. Minimum 05 years’ experience of managing a similar program at national or provincial level.
  2. Minimum 02 years of experience in emergency response.
  3. Candidate having experiences with RCRC movement will be given preference.
  4. Having work experience of Donor funded project.

Skills/Knowledge:               

  1. Good project management and PMER expertise.
  2. Good interpersonal communication skill with the ability to take a national team along.
  3. Candidate having first Aid knowledge and skills.

Travelling:                                   

Extensive travelling all over Pakistan

Age Limit:

Maximum age limit 45 year of age
