Development Executives needs to engage two technical experts, on short-term basis (35 person days), for this short-term assignment in one of its co-managed projects.
1. Positions:
- Consultant for writing and developing Pakistan Investment Guide
- Consultant Graphic Designer/Web Content Developer
2. Objectives:
The specific objective of the assignment is to update and upgrade the Board of Investment’s existing Investment Guide by developing up-to-date content, including developing infographics/engaging visuals to communicate information and value proposition of investing in Pakistan in a concise and engaging manner and make it an effective and visually-appealing investment promotion tool that can generate the interest of the investment community and provide them with a complete guide that encompasses investment opportunities, investment-related legal and regulatory frameworks, and conditions for investment in Pakistan etc.
3. Specific Tasks:
The specific tasks under this consultancy for lead consultant for writing and developing Pakistan Investment Guide include:
- Meet with IPA Deputy Chief of Party and BOI representative to understand the specific requirements of the scope of work and design and submit work plan/presentation.
- Visit BOI and develop working level plan/schedule for interactions for meeting with Board of Investment Focal Persons and/or and confirming support for arranging required meeting with any other related government departments and organizations.
- Responsible for main deliverables and reporting to Deputy Chief of Party and/or his designee.
- Review the existing investment guide and identify the information/data which needs to be updated and any informational gaps that need to be filled in order to create an effective investment guide.
- Prepare format of the investment guide, its sections and sub-sections for approval of the USAID and BOI
- Cary out research on the current international best practices and comparative analysis of investment guides of other countries to carry out the necessary benchmarking to develop the improved version of national investment guide.
- Conduct research and find up-to-date data/information regarding macroeconomic indicators, investment opportunities, key industries/sectors, investment regime, investment procedures and other relevant themes using desktop/secondary research, news checks, internal discussion/professional judgement, document check (if any), any other tool / analysis which the resources think fit.
- Add any information that is necessary to provide a complete picture of the investment landscape of Pakistan which domestic/international investors may require to guide their investment decision/generate investor interest. Develop a story line to highlight the value of proposition that the country offers to its investors.
- Work in collaboration with the consultant graphic designer/content developer to create infographics/data visualizations to present information in a clear and concise manner.
- Lead the activity and draft a complete investment guide encompassing all relevant themes as required by BOI in collaboration with the consultant for content development/graphic designer.
- Submit the drafted investment guide and address any comments/queries by IPA and BOI after rounds of review.
- Ensure that the updated investment guide is ready for consumption by the target audience.
- Prepare one presentation on the Investment Guide (slide show) for Investors.
- Select, develop and finalize content to be displayed on the website of BOI.
- Final Presentation given to IPA and BOI team and incorporation of recommendation for finalization.
- Submit final investment guide.
- The team is liable to produce and provide all type of back-end work, analysis, research methodology, primary research data, meeting notes and essential data.
The specific tasks under this consultancy for consultant graphic designer/web content developer include:

- Visit BOI along with lead consultant to develop working level plan/schedule for interactions and meeting with Board of Investment Focal Persons.
- Responsible for main deliverables and reporting to Deputy Chief of Party and/or his designee.
- Review the existing investment guide and identify the information/data which needs to be updated, upgraded, and visually enhanced.
- Develop and submit a design template and theme for the new Investment Guide for approval.
- Work in collaboration with lead consultant to develop the content for graphical visualization and necessary templates.
- Add any information that is necessary to provide a complete picture of the investment landscape of Pakistan which domestic/international investors may require to guide their investment decision/generate investor interest.
- Carry out the completion of information, develop quality content, and create infographics/data visualizations to present information in a clear and concise manner.
- Develop web content and graphics where required.
- Finalize draft of the investment guide encompassing all relevant themes as required by BOI.
- Assist lead consultant to submit the initial drafted investment guide and address any comments/queries by IPA and BOI after rounds of review.
- Assist lead consultant to ensure that the updated investment guide is ready for consumption by the target audience.
- Coordinate with the consultant writer and developer to develop a final presentation (slide show) of the investment guide.
- Finalize web content and graphics to be uploaded on the website of BOI.
- Submit final investment guide.

4. Required Qualifications
Required qualifications for the Consultant for writing and developing Pakistan Investment Guide are as follows:
- Master’s degree in business administration/ Economics and any other related field from a reputable Pakistani or Foreign University.
- Minimum 10 years or above experience in designing, writing and developing academic/industrial/sectoral reports.
- Previous experience of developing national investment guides and investment reports preferred.
- Excellent written/ oral presentation skills in both English and Urdu.
- Skillful in Microsoft Word, Excel, and Power point.
- Excellent command over economic (trade/investment) landscape of Pakistan, awareness with economic/investment issues and prevalent economic trends of Pakistan.
- Ability to work in a fast-paced, performance oriented, team-based environment with minimal supervision.
Required qualifications for the Consultant Graphic Designer/Web Content Developer are as follows:
- Degree in Business Administration/ Fine Arts/ computer sciences/front end designing/graphic designing/web content development and any other related field from a reputable Pakistani or Foreign University.
- Additional certifications and courses in related field may be preferred.
- Minimum 7 years or above experience in content development, graphic designing especially in creation of market/industrial/sectoral reports.
- Excellent written/ oral presentation skills in both English and Urdu.
- Skillful in Microsoft Word, Excel, and Power point.
- Portfolio of work with a wide range of creative projects
- Proficiency in programs such as Adobe Suite, Photoshop, InDesign, QuarkXPress, and Illustrator etc.
- Familiarity with HTML and CSS preferred.
- Knowledge of layouts, graphic fundamentals, typography, print, and web
- Experience with both print and digital media will be preferred.
- Knowledge of economic issues and prevalent economic trends of Pakistan.
- Ability to work in a fast-paced, performance oriented, team-based environment with minimal supervision.
5. Duty Station:
The team will work with the related IPA personnel, based in Islamabad. Field visits to various locations for consultations may take place.
6. Duration of the Assignment:
This job is planned to take place as per a start date of on or around March 20, 2023, and end date is on or before May 20, 2023, hereto for a total of 35 days of LOE.
