Background

AGAHE with the technical and financial support of the Global Alliance for Improved Nutrition (GAIN) is implementing a project titled “Scaling up of Biofortified Zinc Wheat in Punjab” in districts Khanewal, Multan and Bahawalpur. One of the important activities of the project is the “Development of Behavioral Change Communication (SBCC) Strategy for promotion of BZW varieties and awareness on BZW consumption”.   The purpose of developing Social Behavior Change Communication strategy is to encourage the groups, people and communities to change their behavior and adopt and promote Biofortified Zinc wheat varieties and its consumption. Social Behavior Change Communication strategy will enable AGAHE to increase interest and technical capacity of farmers, seed companies, millers and Govt Departments to grow and promote BZW.

1. 1.       Objectives and scope of the work

AGAHE intend to hire an individual / consultancy firm to conduct a capacity assessment of two major public departments Punjab, Punjab food department main responsible for the procurement of Wheat grain from farmers and also regulating the flour mills and Agriculture extension department for extension services and awareness raining among farmers community.  The consultant would assess the current procurement system of Punjab food department, how the segregation of BZW would be incorporated in the wheat grain procurement system. Secondly, the role of agriculture department would be assessed for scaling up of the BZW as larger scale. There are some specific objectives as under:

         I.            To analyze the current Punjab food department wheat procurement system and how the segregation of BZW would be incorporated in the system and any additional capacity required for this.

       II.            To identify the current adoption of BZW by Punjab Agriculture Extension department and how this adoption would be increased, how the extension services for the BZW would be enhanced.

1. 2.       Deliverables

Consultant will be required to provide following deliverables:

(i)                  Punjab food department procurement system analysis report with key recommendations how to incorporate the segregation of the BZW in the current procurement system.

(ii)                Punjab agriculture Extension department scaling up role with the list of key intervention with them.

1. 6.       Qualifications or experience required

Individual/Agency should meet the following requirements and qualification:

‒      A Master’s degree in Agriculture Management/Economics, Social Sciences, Climate Change, Environmental Sciences or other closely related fields.
