Objective of Consultancy:

The basic job responsibilities of the consultant will include providing assistance in overall administrative management, procurement, and logistics management of the project and ensuring that the admin function is able to provide the necessary support in achieving the project’s goals effectively, efficiently and in a timely manner.

Principal Duties and Responsibilities (Essential Functions)

As Senior Operations Specialist, the consultant is responsible for the following principal duties and responsibilities:

  • Coordinate with requester and vendor for finalization of specifications.
  • Follow up with suppliers for timely completion of work orders.
  • Assist in preparation of RFQs, RFPs, timely submission of quotations, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with USAID Procurement rules and regulations, strategies, and processes.
  • Processing all invoices from the vendors, service providers, consultants for procurement services rendered.
  • Follow up with suppliers for timely completion of work orders.
  • Assist in efficient filing of all procurement activities including updating of procurement trackers.
  • Assist in all logistic management including training venues, hotel reservations for national personnel and international experts, training participants and project staff as when required logistics management of trainings.
  • Disburse per diems to meeting participants on a need basis.
  • Assist in inventory management referring to the process of ordering, storing, and using organizations inventory.
  • Coordinate and process service contracts for office equipment i.e., generator, photocopier, fax, and telephone exchange, etc. and process printing material for meetings and trainings.
  • Ensure completion of support documents before submission of invoices to finance for payment.
  • Monitoring vehicle maintenance, repair, and fuel consumption.
  • Look after office building, equipment maintenance and maintain record of office inventory including furniture, equipment, and devices in field and provincial offices.
  • Assist in timesheets and leave management system.
  • Assist the Deputy Country Director Finance, Operations, Compliance & HR with the project operations, program, and management staff to achieve the overall objective of the organization.
  • Any other task assigned by the supervisor.

Required Skills and Qualifications

To perform this job successfully, the consultant must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:

  • Bachelor’s degree in Business Administration or related field required. Master’s degree strongly preferred.
  • Minimum of five (5) years of experience; USAID experience preferred.
  • Excellent interpersonal and communications skills.
  • Demonstrated versatility, and integrity.
  • Fluency in English required.

Level of Effort and Location

This consultancy position will be based in Islamabad, with intermittent travel throughout the country. The expected duration of the assignment is (06) months with a total LOE (Level of Effort) of 120 days. This is distributed as a maximum of 20 working days per month.
