Protection Mainstreaming Toolkit, Training of Trainers (ToT)

Background

Pakistan Humanitarian Forum (PHF) represents 42 International Non-Governmental Organizations (INGOs) delivering humanitarian assistance and development projects in Pakistan. It is an independent coordination forum registered under the Trust Act with it’s member INGOs operating independently. PHF functions in a spirit of transparency, impartiality, and cooperation, as defined by it’s vision, mission, and mandate. The forum's mandate is to represent, advocate, and coordinate on behalf of INGO members to enable their work in the humanitarian and development fields in the country. PHF with the support of the European Commission Humanitarian Aid Office (ECHO) is implementing a project in partnership with IRC. The key component of services required is to deliver a training of trainers (ToT) on protection.

Key objectives:

  • Participants must have increased knowledge of the protection mainstreaming principles in the humanitarian action.
  • Participants are equipped with the skills and capacity to plan and implement protection mainstreaming activities and ensure they are reflected in the emergency response plan and projects.
  • Participants are familiar with the tools and resources available to ensure protection mainstreaming in different sectors across project cycle.

Key Deliverables:

  1. Review and make changes to the protection mainstreaming tool kit (79-page) draft Urdu translation.
  2. Develop participant selection criteria, and training plan for 3 days ToT for PHF and NHN members.
  3. Design and conduct 3 -days ToT for the selected participants (PHF and NHN members) at Islamabad.
  4. Develop a roll-out plan with agenda for provincial level trainings.
  5. Develop and share training report with pre/post-test analysis result.

Required Qualification/Experience and Skills:

  • Demonstrated senior-level technical experience of protection sector programming and protection mainstreaming with INGOs/UN agencies for at least 10 years.
  • Proven experience of conducting similar assignments in the past.
  • Sound understanding and implementation experience of Protection mainstreaming principles / guidelines in different sectors, and relevant tools in humanitarian crisis.
  • Excellent interpersonal, communication/facilitation skills and report writing skills in English
  • Proficient in English and Urdu languages both spoken and written – along with the experience of Urdu translation of protection content.
  • Previous working experience with PHF and member organizations will be preferred.
  • Ability to work under pressure without missing timeline.

Technical Proposal

The technical proposal must consist of the following documents:

  • Concept paper/proposal for developing the ToT
  • Personal profile/CV
  • Financial proposal
  • Proven record of previous work for INGOs/NGOs/ UN agencies

Financial Proposal

The consultant will provide a financial proposal that shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in installments or upon completion of the entire contract).

Other Terms & Conditions

For the services to be considered, the consultant shall provide a detailed technical proposal that shall conform to the following terms and conditions:

  1. Payment will be made through cross-checking on monthly basis.
  2. The payment prices should be inclusive of all applicable taxes.
  3. The working language of the proposal in English. Other languages will not be accepted.
  4. Procurement committee reserves the right to cancel/reject any or all proposals without assigning any reason.
  5. Proposals shall be made in writing calculated in PKR only and clearly stated on the company’s letterhead.
  6. Consultant is required to provide all the proofs of registration and other legal standings in Pakistan. These documents may include renewed registration with relevant authorities

Preventing Fraud Corruption

PHF maintains a zero-tolerance policy towards fraud, corruption, bribery, or any similar unethical practices. It is PHF’s policy that no gifts, gratitude of any kind, and of any value be exchanged between bidders and PHF personnel before, during the bidding and selection processes and currency of the contract. Discovery of the same at any stage will be grounds for disqualification of the bidder from participation in any PHF procurements and may result in disciplinary actions against PHF personnel involved in such discovered transactions as well as recoveries of any amounts paid or due to be paid to the bidder. The selected bidders must comply with PHF policies and procedures. The bidder has the right to ask for the ‘Fraud reporting and handling procedure’ and other relevant PHF policies and procedures by writing to the Country Coordinator.

Selection Criteria

Applicants with immense experience in knowledge of the protection mainstreaming principles in the humanitarian action can apply only. The selection committee formed and nominated as per the PHF Operations Manual will make the recommendations for selection as per the following selection criteria.

  1. Minimum qualification of individual should be 5 years evidenced by brief profile/CVs of the individual/key management team members.
  2. Reference /experience letters by at least 3 CSO/Non-profit Organizations.
  3. Demonstrated knowledge and experience with relevant training or ToT.

Type of Contract to be awarded as an of the Solicitation

PHF intends to award a retainer contract to the selected consultant valid from January 10, 2023, to February 28, 2023. The interested parties must submit detailed CVs of the proposed team for this assignment.
