General Responsibilities (Overall purpose)

 

The WASH technical advisor is responsible for overseeing the proper technical implementation of the WASH components of the project conducted by Tdh and his local NGO partner according to the project indicators, international and national standards in force in D.I. Khan district, KP province:

  • Installation, operation, and maintenance of 2 water treatment units (reverse osmosis) in 2 service centers.
  • Rehabilitation of 20 wells equipped with hand pumps.
  • Construction of 10 washing stations.
  • Weekly water quality testing & monitoring.
  • Construction or rehabilitation of septic tanks in 6 schools in target locations.
  • Rehabilitation of 14 damaged latrines and construction of 12 new latrines in 6 schools in target locations.
  • Rehabilitation of the external structure of 6 school buildings in target locations.
  • Installation of solar-powered generators in 4 schools in target locations.
  • Identification and training of water management committees and operators.

 

S/he is expected to:

  • Be responsible for the global technical quality of the WASH activities carried out by the local NGO partner according to standards and project indicators.
  • Review all WASH technical preparatory documents (BoQ, design, training manuals, tender documents, site monitoring documents, certificate of completion and handover…).
  • Supports and validates the quality of the work done by the local NGO partner and provide advises/coaching when necessary.
  • Be the technical interlocutor of the staff of the local NGO partner and to do so organise regular meetings and field visits.
  • Together with the local NGO partner and Tdh project manager organize and review the planning of the technical team and contractors.
  • Conduct WASH technical assessment and be force of proposal for the identification of technical solution.
  • Coach and train the agents in charge of the operation and maintenance of the works.

 

Specific Responsibilities / Context  (Tasks)

 

Programme planning and implementation

 

  • S/he is responsible for the implementation of all WASH activities related to infrastructures (water supply and sanitation) according to project indicators, international and national standards.
  • With the project manager and local NGO partner staff, s/he develops detailed activity planning, to review it according to developments and to inform the project manager in case of blockages/delays.
  • S/he supervises the technical team members by quality work monitoring, support, and coaching.
  • S/he ensures that action is taken to mitigate risks of malfunction, deterioration, or delays.
  • S/he ensures the project is reaching the indicators set.
  • S/he ensures implementation of the activities in line with relevant national/international standards, codes of conduct, and humanitarian principles.
  • S/he ensures that Tdh builds good relationships with beneficiaries, local NGO partner, authorities, contractors, and governmental partners during the implementation of activities.
  • S/he is the leader in the identification of needs (design, BoQ, procurement file) and in the follow-up of the procurement process (tender, evaluation/selection of contractors).
  • S/he closely supervises the work carried out by the contracted companies.
  • S/he takes account of specific gender needs, inclusion (accessibility to WASH facilities for people with disabilities and elderly), protection, climate change, and other important cross cutting concerns in programme design, implementation, and reporting.
  • S/he adapts Tdh WASH tools and capitalizes on experiences by sharing the tools developed in the field with the line manager (including technical plans and BoQ).
  • S/he compiles and orders into an archive all the essential technical documents for the projects on a specific Sharepoint folder.
  • S/he assists the project manager on designing new activities and projects.

 

Monitoring

 

  • In collaboration with the MEAL officer and the project manager, he/she ensures the quality of the monitoring of the WASH activities.
  • S/he ensures that the WASH activities conducted meets Pakistani standards and international standards such as those from WASH cluster.
  • In collaboration with the MEAL officer and the project manager, he/she develop and adapt the existing monitoring tools to proper follow WASH activities.
  • S/he closely monitor safe WASH practices, including appropriate use and maintenance of WASH facilities and services.
  • S/he collaborates in organizing surveys with his/her supervisor and actively participates in conducting them.
  • S/he reviews the budget with the project manager in order to direct future spending or change of expenses forecasted.
  • S/he support and coach the local NGO partner in conducting water quality testing (bacteriological and physico-chemical) using a mobile water analysis lab (WAGTECH).

 

Information management

 

  • S/he collects data from field activities, ensures proper record keeping of them, and prepares daily follow up, weekly and monthly reports on global WASH activities in time.
  • S/he identifies any major discrepancy/delay that may arise in project implementation, report immediately to line manager and provide analysis and propose recommendations and solutions when applicable.
  • S/he keeps proper records of expenditures and report on these to the line manager.
  • S/he leads and gathers data during needs assessment, baseline, periodic and endline studies.
  • S/he collects feed-back or any relevant information (about the WASH activities, security, child protection) from the different stockholders and from the field and report them to the project manager.

 

Resource management

 

  • S/he uses project resources effectively and with care.
  • When it’s possible, he/she favors the use of resources adapted to climate change (green energy, water saving systems, etc.).
  • S/he plans and organizes day-to-day logistics, administration/finance, and field activities in consultation with the project manager following Tdh internal rules and process.
  • S/he try as much as possible to share resources such as vehicles or equipment with colleagues.

 

Coordination and communication

 

  • S/he actively participates in organized project meetings presenting ongoing activities under his supervision, challenges, and possible risk mitigation solutions.
  • S/he communicates and collaborates with his Tdh colleagues from other programmes and expertise (health and child protection) as well as support services.
  • S/he informs the project manager of all developments in the activities carried out, sources of blockages, challenges and proposes appropriate and realistic solutions.
  • S/he support the project manager in setting up the activities schedule every week.

 

Networking / external coordination

 

  • S/he collaborates and communicates on a daily basis with the local NGO partner teams in charge of the implementation of WASH activities.
  • S/he collaborates and communicates on a daily basis with contractors and organizes regular meetings on works progress.
  • S/he maintains liaison with the local government officials, other NGOs, and community-based organization’s (CBO) at the community level to ensure their cooperation and coordination for effective implementation of the programme in the areas.
  • S/he always keeps in close contact with respective local government department to ensure their active participation for effective implementation of the programme activities as well as proper use of resources.
  • S/he represents Tdh in the field with the authorities when requested by his/her superior.
  • If requested by his line manager, he/she represents Tdh to the interagency coordination meeting (such as WASH cluster) and ensure quality of information provided.
  • In general, he/she makes sure that a positive and professional image of Tdh is conveyed. In particular, he/she ensures that Tdh’s mandate, thematic policies, ethics, and values is passed on project stakeholders.

Requirements for the position

 

 

 

 

Education / Qualifications

Engineering background required (civil, environmental, or hydraulic engineering).

 

Experience

At least 4 years in WASH infrastructures rehabilitation/construction supervision with international NGOs.

Proven experience in conducting water analysis would be an asset.

Proven experience in the installation of reverse osmosis water treatment units is strongly desired.

Proven experience in WASH infrastructures technical design and BoQ development is required.
