Introduction:

LASOONA: Society for Human and Natural Resource Development is a national, multi-disciplinary, development oriented and non-profit making organization. LASOONA affirms to be committed to the well-being of masses and envision a just and peace full society through empowering vulnerable and under- privileged communities through sustainable livelihoods, improved governance, social cohesion and enhanced resilience to environmental hazards, in impoverished pockets of Pakistan in general and Khyber Pakhtunkhwa and Punjab provinces in particular.

The organization was established in 1997 and Registered under Societies Registration Act, 1860, and is also certified/accredited by Pakistan Center for Philanthropy (PCP).

While pursuing its mission in the past 20 years, LASOONA has successfully gained credibility amongst the development partners and national and international stakeholders i.e. local communities/beneficiaries; national; local and provincial governments; and civil society organizations.  The organization has developed a reputation of being an innovative organization, with the capacity to expand thematic areas as per the need of the target communities, e.g., people affected through earthquake, conflict and flood disasters. It places the deprived and marginalized segments of the society at the core of its development strategies and is interested in promoting sustainable solutions to the deepening and growing poverty inherent in the social, political and economic sectors. The organization has created and sustained strong linkages and partnerships with national and international NGOs and donor agencies and they consider LASOONA as their trusted implementing partner.  LASOONA has created a team of dedicated volunteers and activists from within the communities, who are today leading their communities in development agenda.

Currently LASOONA has planned implementation of long-term development-oriented project titled “Changing Minds for Climate Resilience through Awareness Raising and Local Capacity Measures”. The project is planned to be implemented in selected districts of Khyber Pakhtunkhwa and South Punjab.  The main focus of the project is to increase resilience of vulnerable communities with particular focus on women, people with disabilities, youth and children through awareness raising and capacity development activities. The purpose of the project is to improve resilience and adaptation capacities of the target beneficiaries to better manage the impacts of climate change and reducing overall vulnerabilities. Following are the main outputs of the project:

  • A range of knowledge products and tools have been developed for general awareness on climate change while focusing on the needs of vulnerable populations and are available with local authorities for further dissemination and usage -
  • Communities and vulnerable groups i.e., women, disable people can understand climate related risks and their impacts on their health and livelihood and are able to take precautionary and adaptive measures in case of climate emergency.
  • Youth and children are trained on capacitated to play their part in acting on climate change through individual as well as collective measures
  • Vulnerable farmers including female farmers have improved access to information on climate-smart practices and are able to use that information for improved productivity and livelihood.
  • Government departments make informed decisions for improved service delivery

Job Summary:

Under the supervision of the Manager Programmes, the Project Manager is responsible for the overall management of the project including, planning, implementation and follow-up of all Project related tasks. This assignment includes, orientation of the project team, strategizing, mobilization, supervision of implementation, monitoring and evaluation of project activities, internal and external coordination, and reporting. He /She will be responsible for sharing of clear and proper relevant project information/ feedback and reports with the head office and donors. He/ She will facilitate the project teams visits and coordination with the stakeholders’ communities,

Duties and Responsibilities

1.       PM will be responsible for effective and efficient management of the project in line with the project proposal, processes, the budget, the time-frame, regulations as per the partnership agreements signed with the donor.

2.       Collaborate with the Program Management in Head Office for the implementation of the project activities and sharing of updates, ensures Project Coordination, Networking & Visibility.

3.       Assist program management in monitoring, evaluation of the relevant project and quality progress reporting to donors and ensure quality reporting by project team

4.       Regularly monitor expenditure of project and financial resources and use of assets as per approved budgets and agreements & provide regular, structured feedback to program management in monthly reports/weekly progress report.

5.       Ensure smooth implementation of policies and code of conduct (both LASOONA and Donor) in respective project activities, in addition handling of beneficiaries and stakeholder (s) complaints.

                 Explanation to the duties and responsibilities (Detail performance standards)

                                                            

1.       PM will be responsible for effective and efficient management of the project in line with the project proposal, processes, the budget, the time-frame, regulations as per the partnership agreements signed with the donor.

Performance standard

  • Develop the project implementation strategy and component wise strategies including strategies of communication, awareness raising workshops, youth and children’s engagements, climate clubs, climate smart agriculture and guide the project team in smooth implementation
  • Develop and execute Gender and stakeholders’ management plans and strategies for the project. mapping of relevant stakeholders, civil society organisation and implementing partners and their networking linkages and unique selling points
  • Fostering the communication, cooperation and collaboration between the relevant institutions for implementation of project, such as departments of Local Government, Health, Agriculture, Education, P&DD, PDMA, District Disaster Management and Authorities, Water and Sanitation Services Companies (WSSC) KP, Water and Sanitation Agency Punjab.
  • Work on policy recommendations and strategic concepts for the partners Provinces of Khyber Pakhtunkhwa (KP) and Punjab concerning requirements on community resilience through awareness raising format, mainstreaming social media and gender issues within the partner institutions•
  • Lead the development and execution of project training plan.
  • Lead the process of hiring the services of thematic experts required under the project according to procurement policy of LASOONA.
  • Develop the selection criteria for target districts in partners provinces.
  • Facilitate the process of identification/verification and registration of project beneficiaries as per the agreed criteria in the approved proposal.
  • Provide at least 30% of his/her official time to the field activities in the target areas of the project
  • Facilitate the exit strategy of the project in consultation of program management team and donors

2.       Collaborate with the Program Management in Head Office for the implementation of the project activities and sharing of updates, ensures Project Coordination, Networking & Visibility.

Performance standard:

  • Liaise with the LASOONA Head Office programme management team for the implementation of project activities.
  • Ensure proper coordination with district government /concerned line departments and participate in meetings of concerned networks, forums and clusters at district and provincial level
  • Conduct coordination meeting with line departments, NNGOs, INGOs, government authorities working in the project area and provincial level

3.       Assist program management in monitoring, evaluation of the relevant project and quality progress reporting to donors and ensure quality reporting by project team

Performance standard

  • Monitor activities of the project and facilitate/guide M&E team on development and implementation of project M&E plan
  • Ensure compilation of project data during implementation and draft narrative reports (monthly, quarterly annual and final completion report)
  • Ensure Impact oriented implementation in line with project LFAs and proposal and develop detail implementation plan for the project.
  • Organize review and lesson learnt workshop, midterm review workshop.

4.       Regularly monitor expenditure of project and financial resources and use of assets as per approved budgets and agreements & provide regular, structured feedback to program management in monthly reports/weekly progress report.

  • Ensure that the activities being carried out are as per budget with prior approval from concern
  • Liaise with Manger Operation, Manager Finance, M&E, HR, Program Management in Head office to take support in order to make project activities as per approved budget
  • Ensure the funds handling for the activities at field level as per the organisational /donor policies.

5.       Ensure smooth implementation of policies and code of conduct (both LASOONA and Donor) in respective project activities, in addition handling of beneficiaries and stakeholder (s) complaints.

Performance standard

  • Oversee organizational assets and ensure efficient and effective use of resources, ensure compliance of organizational policies
  • Ensure Sharing with community / beneficiaries/stakeholders about complaint handling mechanism and give them proper guidance about the ways / means of sending complaints.
  • Guide the complainant if he/she needs any assistance about the CRM systems

Require capacities and experience:

  • Master’s Degree in social sciences preferably in development studies, project management.(women candidates will be preferred)  
  • At least 8 years’ experience in development sector in a reputable organization, preferably an NNGO/INGO.
  • Demonstrated knowledge skills and experience of awareness raising, trainings, and stakeholder management.
    • Ability to pay careful attention to detail while also understanding the bigger picture, strong interest in and commitment to humanitarian and development work
  • Must have at least 4 years’ experience of project/program management, in managing integrated projects with thematic focus on Climate change, DRR, agriculture, health and WASH.
  • Demonstrated strong ability of project/programme management including project cycle, budget control, procurement, report writing, team and stakeholder management as well as Liaising 
  • Acumen with climate change concepts, approaches, tools and strategies particularly related to adaptation measures and interventions.
  • Strong computer skills (MS Word, Excel, Outlook and Power Point
  • Must have good understanding of core humanitarian standards and its practices
  • Ability to communicate in English and URDU both (in-writing and verbal), understanding other languages, Pashto, Punjabi and Seraiki will be an added advantage.
