Project Officer WASH

Background:

CRS is now in the process of restarting its operations in the country. CRS is interested to hire the services of the consultant to support in its emergency interventions in response to the 2022 monsoon flooding.

Purpose:   

As a member of the emergency response and early recovery team member, the consultant will monitor the project implementation in District Dir Upper of Khyber Pakhtunkhwa and will report on all phases of project activities to line Manager in Catholic Relief Services’ (CRS) Islamabad Office. The consultant will be responsible that project activities are implemented as per the project proposal through ensuring that the project is serving the poor and vulnerable at the desired locations, the beneficiaries are appropriately engaged, and the processes are transparent.  The consultant will adopt a service-oriented approach to ensure that the project consistently applies best practices and trying to improve the impact of its benefits to those CRS serves.

Specific Tasks and Duties:

1. Support the coordination and implementation of all phases of project activities related to Livelihood, WASH and Access as outlined in the detailed implementation plan, project proposal and workplan.
2.  The consultant will ensure that CRS program quality principles and standards, industry best practices and local culture is adhered.
3. Monitor and report any challenges and/or gaps identified to inform adjustments in the plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
4. Support accountability through coordinating project activities and assisting partners in their efforts to collect and analyze project related data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
5. Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
6. Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
7. Support the partner with relevant government departments, other NGOs to minimize the duplication and maintain the reputation among all counterparts.

Deliverables:

• Technical support and guidance to CRS/partners in all phases of project activities- initial assessment, community engagement, consensus development, monitoring and close out of planned interventions.

• Review/guide sectoral guidelines and tools, supervise/monitor data quality assurances and analysis as well as the planned reports.

•  Support the partner in development of implementation plan/s provide, guidance, technical support and regular follow up on implementation of plans, to ensure that all planned activities are implemented with quality within the approved timelines and budget.

•  Conduct the field visits and report on the quality and progress of each individual schemes, challenges and suggest the way forward for the challenges form the field.

Schedule, Transportation and Expenses:

The consultancy is not full time.

It is expected that the consultant will keep track of the days he is working days and that he will be paid according to the number of days worked as per the agreed daily rate in the consultancy contract. The consultant will submit an invoice to CRS every month.

CRS will only provide transportation reimbursements. Any expenses for which the consultant wishes to be reimbursed will require prior approval.
