Terms of Reference (ToRs) for
Technical support services of accessible language experts to develop and convert IEC material into accessible formats. Develop graphical presentation of information on DiDRR for others/public/stakeholder and design public service messages for on-air streaming
1. Introduction of Doaba:
“Doaba” literally means land between two ‘’Waters’’ or rivers. Doaba Foundation is a not-for-profit, humanitarian and developmental organization working in disaster-prone areas of Southern Punjab. The vision of Doaba Foundation is“Disaster prone communities becoming self-reliant in pursuit of their common interests”.
CBM is an international organization, committed to improving the quality of life of people with disabilities in the poorest communities of the world. CBM's aim in Asia is to develop with the participation of persons with disabilities high-quality programmes, which contribute to the mainstreaming of persons with disabilities in society through support to the partners in the region.
Doaba Foundation with the financial assistance of CBM is implementing a project titled “Improving disaster resilience of communities in Southern Punjab (DiDRR 4154 MYP). The overall objective of the project is “to contribute in resilience of persons with disabilities and their families to cope with hydrological risks and its impact in South Punjab- Pakistan
Doaba Foundation is working to promote disability inclusion during emergencies/ humanitarian crises, Doaba works to raise awareness on rights persons with disabilities by developing inclusiveInformation communication material on disability inclusive disaster risk reduction. To enhance the participation of persons with disabilities in disaster risk reduction plans, policies, and strategies to reduce existing disaster risk and manage residual risk, contributing to the strengthening of resilience and reduction of disaster losses.
2. Overall objective of the assignment;
The main objective of the assignment is to develop and design and convert information education and communication (IEC) martial into accessible formats to raise awareness among persons with disabilities. The IEC material will focus on to improve public awareness, risk communication and information management tools and material includes DiDRR material.
3. Scope;
The consultants/ firms will develop and convert information communication material (IEC) into accessible formats by reviewing exiting disability inclusive IEC material, provincialacts and NDRM plans and NDDR policies.This material will be exemplary or will work as model accessible IEC material for CBM’s partner in Pakistan and other organizations as well.
The accessible IEC material will be focusedon following topics:
- Messages highlighting benefits of disability certificate and disability CNCIs and procedure how to obtain them
- Disability rights (Health,Education, right to information, right to work, access to services). Both from the perspective of UNCRPD and local laws/ policies
- Entitlement of persons with disabilities by the Government of Pakistan / Government of Sindh.
- Physical accessibility for the development of DIDRR plans DIDRR polices
4. Required expertise of the consultant
I. The consultant/ confirm having excellent knowledge and experience in designing and developing IEC material, technical competency in producing contents brochures, leaflets posters etc.
II. Proven track record and experience in preparing designs of high-level publications, particularly on subjects related to advocacies on development issues.
III. Master/graduate degree in communications, development studies, social sciences orrelated fields, preferably including disability studies.
IV. Strong knowledge of analysis and action advocacy
V. Excellent analytical, research, writing and communication skills
Note: As the target beneficiaries are persons with disabilities and their families, the team should include women/ men having expertise in the subject to be a part of the team and also ensure local culture respect, sign language interpretation are mandatory
5. Deliverables and Time Frame
i. Inception draft with work plan
ii. Collection and sharing of relevant material and documents
iii. Development of sensitization material based graphical presentations of facts and figures
iv. Designing of public service messages for on-air streaming
v. Development of IEC material in shape posters, leaflets and brochures to serve the purpose of enhancing awareness of target communities persons with disabilities and their families
