The purpose of the Country Offices (CO) is to ensure implementation of Norwegian Red Cross International Strategy at country level through programme support to the National Society partner, as articulated and established in the approved Country Framework. This means that the CO is responsible for ensuring results-based project management, risk management, and operational in-country Movement coordination. Furthermore, the CO is responsible for ensuring project implementation in support to NS partners, in line with established project agreements and project plans. The CO ensures sound technical quality of all country projects, in line with established technical standards and best practices. The CO ensures that Norwegian Red Cross programme support is based on regularly updated humanitarian needs analysis in line with established practices. The CO represents Norwegian Red Cross in-country with regards to external partnerships and relationships. The CO is responsible for in-country security management.

Purpose

The purpose of the Data/Information management Officer is to organize purposeful collaboration with the Host National Society’s project teams in line with technical standards and project agreements.

 

Strategic Responsibilities

-          Promote that Norwegian Red Cross Programme cooperation with the Host National Society (HNS) programme teams is consistent and efficient.

-          Support HNS sound technical planning, monitoring, evaluation and reporting in line with established programme agreements and programme plans.

-          Organize purposeful collaboration with the HNS programme teams in line with technical standards and programme agreements.

 

 

Operational Responsibilities

-          Close collaboration with PRCS NHQ and provincial branches for collecting and quality assuring routine data.

-          Contribute to update data into the Indicator Tracking Table (ITT) and PIMS.

-          Import of monthly data into DHIS2.

-          Share monthly reports with the manager including a detailed planning/reporting of activities and fields visits

-          Ongoing data monitoring, producing reports on weekly basis or as required for the management decisions.

-          Carry out data quality assurance to ensure timely collection and reporting of quality data

-          When relevant, actively provide feedbacks on needs or ways to improve data collection.

-          Support the implementation and support of the digital data management system including DHIS2 in collaboration with PRCS

-          Assist the country team in making presentations and infographics.

-          Responsible for ensuring data protection and confidentiality of data stored in the database.

-          Engage with the Country office health team to ensure consistent result based, accountability towards Norwegian Red Cross rules and regulations, guidelines, and deadlines.

-          Conduct or support assessments and evaluations in coordination with the PMER and CEA teams of PRCS.

-          Any other tasks as assigned by the Line Manager, Technical Manager.

Collaboration

-          Consistently provides support to the project teams of the Host National Society and ensures that Norwegian Red Cross rules and guidelines are anchored among Host National Society personnel.

-          Engages with the Results Management Coordinator at Asia Regional Office and with the Country Programme Manager to ensure consistent accountability towards Norwegian Red Cross rules and regulations, guidelines, and deadlines.

 

Mission Specific Responsibilities

This position will be based in Islamabad with frequent travel in the field to ensure close follow up on implementation and effective monitoring, learning, analysis and reporting. Position will also play a strong coordination role between main country office and NorCross field office including PRCS.

 

Qualifications

Formal Competence

-      University Degree in a relevant subject – university degree in fields such as computer science, health informatics, public health or equivalent fields

Personal qualifications, skills and knowledge

Skills and Knowledge

  • Most of all patience, organization, training/coaching skills, and diplomacy are required.
  • Experience working with projects in complex humanitarian settings 
  • Proven experience in working with vulnerable groups and marginalized populations
  • Excellent drafting skills.
  • Advanced knowledge in MS Excel and Word.
  • Working proficiency of regional languages is an asset

  • At least five years’ experience in providing data-related support for organizations working in public health and/or in sensitive contexts, conflict areas, and ideally in Primary Health Care programme.
  • Experience working with data management systems/health information systems such as DHIS2 is an advantage
  • Field-based implementation experience strongly preferred.
  • Excellent communication, presentation, info graphics and organizational skills.
  • Ability and willingness to travel.
