Job Title:                              Security and Liaison Coordinator

Job Grade Level:                 III

Reports to:                           Logistic and Security Manager      

Role/Responsibilities:

Under the guidance and supervision of the Logistic and Security Manager, the Security & Liaison Coordinator will be responsible for the following deliverables;

  • Make sure that all the security measures and guidelines are implemented as per the Cesvi security plan and manual.
  • Ensure the security of distribution sites with the support of local police and all good practices for distribution sites.
  • Security assessment and analysis to identify the threats in intervention areas and new potential locations.
  • Support in identifying the secure distribution sites for material/food distributions.
  • Security management of CESVI office, warehouse and distribution sites
  • Establish and be part of a field-based security task force, in charge of preparing a contingency plan in case of emergencies and managing them accordingly.
  • Collect from field staff and unit heads any information related to the security of Cesvi staff, assets, and activities, and report to the Logistic and security manager.
  • Establish and maintain links with any agencies UNDSS, local- or national-level security coordination groups, local authorities, law enforcement agencies, intelligence, etc. - which represent a relevant source of information and coordination, and attend security coordination meetings.
  • Establish and maintain relations with local authorities for any issues related to Cesvi conformity to the national law and rules related to non-objection certificates, registrations of the presence and movements of ex-pat staff, implementation of activities, issue of information and periodical reports on Cesvi, and its activities in the area.
  • Collect from any other sources national media, project stakeholders, public opinion, personal perceptions, etc. - any information that might be relevant for the assessment of the general security situation, and report to the L&S Manager.
  • Prepare Security briefs and presentations for Field visits of Country Office Staff and Donor missions.
  • Support in implementation of security protocols for CO staff and Donor visits.
  • Coordination with security agencies at the provincial and local level including the local LEAs, and others as and when required and directed by management.
  • Assist in program Staff from time to time as per their requirement (preparing cases, searching for specific information, Liaison with the coordination regarding all the external affairs)
  • Day-to-day liaison with UN Agencies, Government counterparts of the project at the provincial and local level, and program to support effective implementation of the various activities under different projects.
  • Responsible for coordinating and achieving the Project NOCs.
  • Maintain good public relations with the local government authorities like DCO and DPO which expedite the work process.
  • Any other job-related added task assigned by the supervisor.

Qualifications:

a.       Education

Master’s degree in Development Studies, Social Sciences, or any other relevant field of study. Field Security Training will be added advantage.

b.       Experience:

Minimum of 05 years of relevant professional experience in a similar position in NGOs/INGOs/UN Agencies. Knowledge of surrounding areas and local context in distributions in an emergency is desired.

c.       Competencies:

Superior organizational skills and ability to multi-task, work under pressure, meeting deadlines in a fast-paced fluid environment.

Excellent interpersonal communication skills to build the link with staff, partners, government officials, donors, and other relevant stakeholders.

Creative and flexible with problem-solving skills.

Demonstrated professionalism and diplomacy.

Ability to confidently represent oneself to high-level officials.

d.       Technical Skills:

Confident and proficient in using MS Office, proficiency in Sindhi, Balochi, and English (written and spoken) is mandatory.

Contract Duration                                                            

08 Months, (extendable) 

Salary Range                                                     

180,000 (Per month)                         

 

These are Emergency Response Positions, so we will be hiring on a rolling basis and we may finalize the candidates before the given deadline.

Preference will be given to candidates, who can join immediately without notice periods.
