Job Summary

Pathfinder is seeking a Monitoring, Evaluation and Learning officer that works closely with the Provincial Coordinator and the Senior M&E Advisor to lead the implementation of the MEL agenda on the five -year USAID- USAID Integrated Reproductive Health and Family Planning Activity in Pakistan. The MEL officer will execute the MEL systems established, at a provincial level to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The MEL officer will support the Advisor to manage the provincial project performance monitoring database to support effective management and collaborative and strategic learning across project teams, partners, clients/donors and stakeholders. They will also coordinate with Pathfinder local partners to oversee formative research and other research/evaluation activities led by partners under the program and ensure integration of learnings from research into the project.

Key Job Outcomes:

Strategic and Annual Plan Implementation

  • Perform quantitative analysis to identify project requirements, priorities, and recommendations to improve performance
  • Support in development of project metrics/tracker to review performance on regular basis and identify gaps to inform strategic decision making

MEL Planning and Implementation

  • Ensures program data are collected, stored, and managed timely in the relevant database as per the overall project framework
  • Support in establishment of project review and reporting mechanisms to timely identify, monitor, track, report and resolve the critical dependency issues
  • Manage and use an advanced-level dashboard to monitor and report progress regarding initiatives and activities to the management on regular basis
  • Actively participates in national/province level quality technical working groups to frame the future of the quality intervention in the assigned country. Shares program experience and lessons

Data Collection and Management

  • Compile databases and provide key results to the senior management for strategy planning and decision making
  • Support in implementation of robust data management systems and develop tools to ensure data quality
  • Support/Liaise with governments DHIS focal person/data entry persons and other stakeholders in compilation of service delivery data, training database and other relevant databases for tracking and reporting
  • Provide regular coaching and support to the governments DHIS focal persons and key stakeholders and during the action period for implementing and piloting digital data systems. Develop and build the capacity of key staff and skills for coaching.

Project Evaluation, Proposal Planning and Documentation

  • Contribute to the development of project annual reports
  • Maintain an inventory of successful strategies and approaches
  • Support in planning, designing and execution of project evaluation study/need assessment study
  • Support in documentation of implementation learnings, project best practices and lessons learned through collaboration, learning and adaptation framework

Minimum Education and Work Experience

  • Bachelor’s degree in statistics, public health, computer science; or a related field at least 5-7 years related experience, including work in development sector,
  • Master’s degree in statistics, public health, computer science; or a related field at least 3-5 years related experience, including work in development sector,
  • M&E implementation related to the required field (Family Planning, PPFP and PAFP);
  • Good understanding in program measurement or impact evaluation
  • Experience in the development and monitoring of national/international donor programs/projects

Preferred Education and Work Experience

  • Experience in quantitative data analysis, data integration, implementation of M&E plans and activities, working with provincial/district governments on DHIS, development of M&E framework and plans, international/national donor funded project reporting

Competencies/Attributes:

  • Country Specific Public Health System: Deep knowledge of the countries’ public health systems
  • Sexual and Reproductive Health and Rights Services: Good knowledge of family planning and reproductive health principles, practices, and services of programs, including program strategies and indicators, and the latest professional developments in SRHR. Proven skills in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with BMGF, FCDO, USAID, or other donor organizations working in the health sector
  • Proposal Development: Foundational knowledge and skills in proposal development from concept to full proposal and resource mobilization
  • Reproductive Health Research: Proven ability to plan, conduct, evaluate and deliver research findings and recommendations in reproductive health. Mastery of knowledge and ability to apply quantitative and qualitative research methods
  • Data Collection Methods: Foundational knowledge of data integrity and collection methods
  • Program and Project Planning and Management: Foundational skills in program and project management and planning to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities
  • Software Applications: Advance working knowledge of MS Excel, PowerPoint, Word, and working knowledge on data analysis software like SPSS, STATA or other relevant statistical software. Moreover, should have good understanding and knowledge of DHIS.
  • Training Design, Development and Delivery: Foundational knowledge of curriculum design and development. Proven ability to train diverse groups
  • Report Writing. Ability to write reports for diverse audiences.
  • Presentation Skills: Proven ability to make presentations on results and products to small and large groups
  • Community Relations: Foundational skills in facilitating work relationships between partners, government officials, and communities.
