Overview: 

Jhpiego, a global leader in improving health care for women and families, aims to support Government of Khyber Pakhtunkhwa with the unified purpose of contributing to the FP2030 targets by enhancing women’s access to quality FP services. The Pakistan-specific portion of USAID funded project, called MOMENTUM Country and Global Leadership, is focused on strengthening the health system for implementation of postpartum family planning (PPFP) strategy, including to develop improvement plans; strengthen the technical rigor of PPFP programming with a focus on data quality, use and management, and quality of services; and address gaps in young couples’ access to FP information and counseling.

 The Admin and Field Support Officer implements and manages Program and administration activities, in close coordination with respective project teams, project partners, donors and relevant organizational interlocutors. As a member of the Jhpiego’s admin and Ops team, the role contributes to assisting the implementation of assessments, procedures and guidelines. 

Roles and Responsibilities: 

 Administration: 

  • Support the Senior Program Manger & Ops and Security Manager in day to day work of the Jhpiego’s team.
  • Provide overall logistics, procurement and administrative support for smooth functioning of project activities.
  • Serves as provincial reference point for all administrative needs or questions.
  • Coordinate workshop/training events as required, including hotel liaison, invitations, travel arrangements, supplies & materials, equipment hire and providing point of contact support for participants at events.
  • Maintain local suppliers list both for routine and emergency supplies and conduct regular market surveys and update the list.
  • Support/carryout procurement process as per Jhpiego/Donor policies and procedures and Forward the invoices/bills to Finance department for payment after verification and maintain keep record of paid invoices in hard/soft.
  • Regular coordination with program staff to check operations working smoothly
  • UpToDate inventory of Peshawar and Kohat/Hangu Office.
  • Monitor inventory of office supplies and the purchasing of new material with attention to budgetary constraints
  • Supervise other Admin staff (i.e. Office Attendants, Drivers etc.) by monitoring performance of supervisee staff and give regular feedback to staff members and document corrective actions; Complete the annual performance appraisal, regular mentoring and coaching of supervisees.
  • Perform other duties, as needed or directed by the management.
  • Support the Ops and Security Manager in the execution of his duties with regards to the safety and security of Jhpiego’s personnel, premises, and in accordance with Jhpiego Global Standards. Attend all relevant security working groups, assist the program partners as appropriate at local level.
  • Provide required information on technical security requirements contained in the Jhpiego Security Plan, Security Risk Assessment, Location Security Measures, and other relevant policies, guidelines, and assessments and ensure their implementation. Provide technical oversight for contracted security providers.
  • Assist in implementation of Jhpiego Pakistan security documentation including security contingency plans and provide the Ops and security manager with mandatory reports in accordance with Jhpiego security reporting guidelines. This includes the monitoring/reporting on security compliance and the submission of all security incident reports.
  • Regularly attend the INGO Security Forum meetings at local level.
  • Any other task assigned by the Senior Program Manager

Human Resource: 

  • Facilitation in scheduling and conducting interviews of district-based positions.
  • Support Senior HR Manager for project staff hiring.
  • Provide clerical and administrative support to HR department.
  • Ensure compliance and assist in scheduling all mandatory orientation sessions of new hired staff.
  • Ensure HR compliance at provincial and district level and maintain necessary documentation

Qualifications and Requirements:

  • Graduate from the HEC recognized university preferably in a discipline related to Logistics/Supply chain, Administration and Finance
  • 5 years of experience with at least 3 years of experience should be in the field of Admin & Logistics in INGOs.  
  • Fluency in Urdu and Pashto as well as demonstrable fluency in spoken and written English.
  • Competency in using Microsoft Office and similar information technology applications.
  • Ability to use social media for security information is also desirable.
  • Covid vaccination certificate would be desirable as per government protocols.
