Jhpiego is dedicated to improving the health of women and families in developing countries.

 Jhpiego intends to call for Sealed Quotation for supply of following items at Islamabad office. Please read below mentioned detailed description of items with detailed terms & conditions mentioned below before submission of your sealed quotation.

Terms & Conditions for submission of Sealed Quotations:

a)       Sealed Quotation must be submitted on company/organization’s original letterhead with date and signed stamp.

b)      Quotation submitted through email and late submissions will not be considered.

c)       Jhpiego anticipates issuing a Firm Fixed Price Purchase Order. Issuance of this RFQ in no way obligates Jhpiego to award purchase order or sign a vendor’s service agreement and Bidders will not be reimbursed for any costs associated with the preparation of their quote.

d)      NTN and RFQ Reference number should be mentioned on quotation and on sealed envelope.

e)      Quotation validity must be 45 days from date of submission.

f)        Complete description/specifications of the goods/services.

g)       Unit price must be quoted separately for each item/service.

h)      GST taxes must be mentioned separately item wise, if applicable.

i)        The procurement is subject to source, origin, & nationality requirements. Bidder has to certify that goods & services quoted/procured are not from a prohibited country or routed from a prohibited country.

j)        Under the authorized geographic code for its contract Jhpiego may only procure goods and services from Geographic Code 935 eligible countries, which include any country or area excluding Prohibited Countries in accordance with the United States Code of Federal Regulations (CFR), 22 CFR §228 (see below in certifications).

k)       Jhpiego must verify the source, nationality and origin, of goods and services and ensure (to the fullest extent possible) that Jhpiego does not procure any services from prohibited countries listed by the Office of Foreign Assets Control (OFAC) as sanctioned countries. The current list of Prohibited Countries under comprehensive sanctions include: Cuba, Iran, North Korea, Sudan and Syria. Jhpiego is prohibited from facilitating any transaction by a third party if that transaction would be prohibited if performed by Jhpiego.

l)        As per USAID rules, GST amount charged on any invoice over US$ 500/- will be with held by Jhpiego and sent to USAID Pakistan for tax exemption from Economic Affairs Division (EAD)/Federal Board of Revenue (FBR0 Govt. of Pakistan. This process takes at least 120-180 days. Upon approval from USAID, withheld GST amount is paid to vendor by deducting WHT or tax exemption certificate is provided shared by USAID.

m)    The bidder certifies the attached “Bidder Certifications of Compliance” as Annex-A on its letterhead with quotation submission.

n)      Withholding tax will be deducted from invoice as per applicable tax law of Govt. of Pakistan

o)      Rates should be quoted in local currency.

p)      Delivery time/schedule of supplies must be clearly specified in number of calendar days.

q)      Verifiable Warranty must be specified if applicable.

r)       Payment will be made through cross cheque/online transfer within one month after delivery of items, submission of Invoice and delivery challan to Jhpiego Islamabad.

s)       Incomplete or partial bidding is not allowed.

t)        Detail Terms & Condition of the Purchase Order are attached with this RFQ as Annex-B.

u)      Under USAID funded project, Jhpiego shall not procure equipment as per following: (i) Telecommunications equipment produced by Huawei Technologies Company or ZTE   Corporation (or any subsidiary or affiliate of such entities).    (ii) For the purpose of public safety, security of government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities). (iii) Telecommunications or video surveillance services provided by such entities or using such equipment. (iv) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of the National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

v)     Jhpiego reserves the rights to accept or reject any bid/proposal with or without assigning any reason.

w)    Jhpiego reserves the right to add/reduce quantities.

x)       All bidders are to submit 2% earnest money of the total value in shape of Pay Order in favor of “Jhpiego Corporation”. No bid will be entertained without earnest money pay order.

y)       Questions (if any), must be submitted in writing on or before September 30, 2022. Jhpiego may respond questions collectively to all bidders after October 03, 2022.

z)       Sealed quotation with Annex-A, five (05) recent purchase orders of similar equipment supply and authorized dealership of the quoted brand should be submitted through courier at address mentioned above by COB October 05, 2022.
