The Palladium Pakistan is a private limited company registered with the SECP and implementing Delivering Accelerated Family Planning in Pakistan (DAFPAK) programme, aims to expand access to quality family planning (FP) services in the public and private sectors. Funded by the UK’s Foreign, Commonwealth & Development Office (FCDO), this initiative has four components, which are implemented by different consortia/partners as described below:

1. Component 1: Behaviour Change Communication (BCC) implemented by M&C Saatchi
2. Component 2(a): Private Sector Service Delivery implemented by PSI, MSI and DKT
3. Component 2(b): Public Sector Service Delivery (PSSD) implemented by Palladium and its partners
4. Component 3: Enabling Environment - Advocacy and Policy Development led by UNFPA
5. Component 4: Audits, Third Party Validation, Monitoring and Research led by Integrity

The DAFPAK component 2(b) (i.e., PSSD) started in August 2019. As a result of COVID-19 pandemic, PSSD activities were scaled down during the FYs 20/21 and 21/22. Recently, the DAFPAK PSSD has received a no-cost extension and will implement its interventions in accordance with the revised scope of work. The project will now continue till June 2024.

Building on our previous work, Palladium, and its consortium partner (Pathfinder International) will engage with the provincial and district-level governments in pursuit of four outputs:

1. Output 1: Improve FP coordination for the implementation of Result-Based Management Frameworks and CCI recommendation at provincial levels
2. Output 2: Strengthen procurement and distribution of contraceptive commodities to the last mile
3. Output 3: Bolster FP data systems and build a culture of data demand and evidence use for decision-making
4. Output 4: Improve access to, and quality of, FP services
5. Palladium and its consortium partner will strengthen FP service provision in the public sector across 20 districts in three provinces of Punjab (6), Sindh (10) and KP (4).

 We are in process of procurement of Delivery & Hygiene kit for DAFPAK -PSSD project. Following procurement is under process and all Term and Condition and forms attached

Manner of Submission:

Please submit your sealed quotation and samples in accordance with the requirements detailed below:

• By post or in person with sealed Quotations and samples should be delivered to

Quotations should be submitted in separate sealed envelope along with the subject for which you are applying for.

Mandatory Terms Conditions:

• Packing of both kits as instructed by Palladium will be vendors responsibility
• Sample of both packages must be submitted with quotation at the mentioned address before the deadline
• Vendor should be registered in Sale and Income Tax
• All Taxes will apply.
• The Palladium Pakistan and it’s management in its sole and absolute discretion have the right to award/qualify/select/reject any proposal or quotations submitted or breakdown the BoQ for award items/services listed in each RFQ, as it deems to be in the best interest of the company.
• Delivery of the kits will be made in Karachi Clifton Office.
• The company will not contact or consult if the vendor is not responded as per the requirements listed in the RFQ.

Deadline for submission of quotations is 3rd  October 2022 by 12:00 pm Noon. Companies, who do not submit their quotation by this deadline will not be considered.

General Instruction

The Quotations, subject to all conditions and specification attached hereto, must be signed in by an authorized officer of the organization to enter into contractual agreement on behalf of the Organization.

 The deadlines should be met in all circumstances. No RFQ will be entertained if submitted after the last date & time.

 The organization will not be responsible for any quotations lost in mail or not delivered to the said person by the stated deadlines for any reason.

 The proposal should include all documents as required in the RFQ.

 The organization does not discriminate against any individual or Organizations with respect to her/his compensation, terms, conditions, or award of contract because of race, colour, religion, sex, national origin, age, disability, political affiliation, or limit, segregate, or classify candidates for award of contract in any way which would deprive or tend to deprive any individual or Organization of business opportunities or otherwise adversely affect status as a Vendor/Provider because of race, color, religion, sex, national origin, age, disability, or political affiliation.

 The interested parties must agree to authorize clients to furnish any information required by the organization to verify references provided, and for determining the quality of work performed.

 The organization in its sole and absolute discretion shall have the right to award qualification(s) for any or all items/services listed in each qualification, shall have the right to reject any and all qualification(s) as it deems to be in its best interest, to waive formalities and reasonable irregularities in submitted documents, and shall be allowed to accept partial or total qualification(s) of any one vendor.

 Organizations are required to submit properly completed invoice(s) to the address specified on the purchase order. To insure prompt payment, each invoice should indicate purchase order number, Organization’s name and return remittance address.

RFQ Stipulation & Requirement

Modification or Withdrawal of Quotation

Any quotation may be modified or withdrawn prior to the deadline, provided such modification or withdrawal is submitted prior to the deadline. Any modification received after the deadline shall be deemed late and will not be considered.

 Irregularities in Quotation

 Except as otherwise stated in this Request for Qualification, evaluation of all quotations will be based solely upon information contained in the Organization’s response to this RFQ. The organization shall not be held responsible for errors, omissions or oversights in any Organization’s response to this qualification. The organization may waive technical irregularities, which do not alter the price or quality of the services.

 The organization shall have the right to reject an or all Quotations containing a statement, representation, warranty or certification which is determined by the organization to be materially false, incorrect, misleading or incomplete.

 Additionally, any errors, omissions, or oversights of a material nature may constitute grounds for rejection of any qualification.

 Palladium Pakistan Reserves the Right to cancel this procurement without providing any Justification. The expenses borne on the submission or development of the response/quotation/proposal will not be reimbursed.

 Oral Presentation

Any Organization that submits a quotation in response to this request may be required to make a presentation for further clarification upon Client request.

 Amendment to the RFQ

If it becomes necessary to revise any part of this RFQ package or if additional information is necessary to clarify any provision, the revision and / or additional information will be provided to each Organizations via faxed amendment or e-mail.

 Incurred Expenses

The Organization shall not be responsible for expenses incurred by an Organizations in the preparation and submission of a quotation. This provision also includes any costs involved in providing an oral presentation of the qualification.

 Term of Contract

The intent of the RFQ is to award this contract to the qualified Organizations who can provide and meet all specified requirements of this RFQ. The contract shall commence with a tentative award date and shall remain in effect unless terminated, canceled or extended, as otherwise provided herein.

 Licensure

The vendor shall submit, with their quotation, a copy of any license(s), certification(s), registration(s), permit(s), etc. as required by authorities having jurisdiction; local, state, county, and/or federal.

 Conflict of Interest Provision

The Organizations are informed to provide details / disclose in writing of any conflict of interest related to Palladium Pakistan (Pvt) Ltd and or FCDO.
