In Pakistan, CARE started its operations in 2005 and since then supported the Government of Pakistan’s efforts to reduce poverty and suffering of the people affected by disasters. CARE’s programs focus on helping Pakistan to achieve its Sustainable Development Goals especially in the areas of Health, Education, Women’s Economic Empowerment and Emergency Preparedness and Response (EPR). Since starting operations in Pakistan, CARE International in Pakistan (CIP) has responded with life-saving support to a series of large-scale disasters. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.

Since the onset of 2022 monsoon floods in Pakistan, CARE International has initiated much needed life-saving humanitarian response for flood affected communities in Baluchistan, Sindh and Punjab provinces.

I.  JOB SUMMARY:

Director Emergency (DE) will be a member Senior Management Team (SMT), and a senior member of CARE Pakistan. The incumbent will play a leading role in ensuring that CARE and its partners are able to respond to disasters in a timely and appropriate manner. In doing so the DE will manage the implementation of CARE’s Emergency Response, Early recovery and Disaster Risk Reduction projects. She/He will coordinate the development of strategic emergency partnerships to support CARE’s overall capacity to respond to disasters in Pakistan.

The DE will work closely with Program, Program Development and Program Support Units of the Country Office to ensure that emergency response is integrated in all aspects of CARE’s work in Pakistan.

Under the supervision of Assistant Country Director-Programs, the DE will lead the implementation of the Emergency Response Plan and lead CARE’s Type 4 emergency responses in Pakistan. In doing so, the DE will ensure accountability to CARE’s humanitarian principles and emergency management protocols. This position   will be based in Islamabad, but will require 50% travel to the field.

II. RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Program Design and Implementation

  • Lead planning and implementation of the EP/DRR Program while ensuring timely delivery of program outputs. Including: planning, project administration/implementation, fundraising, coordination with implementing partners, government department(s), approving and monitoring expenditures and reporting to donor.
  • Develop flood 2022 response strategy for early recovery.
  • Lead emergency response with local partners and ensure quality implementation of projects while ensuring donor compliances
  • Manage emergency response budgets as budget manager and ensure donor and CARE International compliances
  • Ensure MEAL teams regularly visit to project sites; verify beneficiary data, conduct post distribution monitoring and share findings with the DE in timely manner
  • Act as primary focal person for the emergency program development and maintain relations with relevant government departments, implementing partners and technical experts, and represent the emergency projects on behalf of CARE in consultation with the line manager.
  • Ensure key information is shared with CARE member partners on regular basis
  • Strengthen internal (CARE CO) and partners understanding and adherence to humanitarian principles and accountability frameworks.
  • Work with program support to ensure appropriate emergency policies and procedures, structures and systems are supportive for Emergency Response so as to enhance CARE’s ability to respond to emergencies in a timely and appropriate manner.
  • Ensure that all information relevant with project (programmatic and technical), networking or other communications with CARE staff, management and external interlocutors is passed in a complete, accurate and timely manner.
  • Effectively lobby and advocacy for improving the humanitarian governance and accountability in Pakistan at various levels

Job Responsibility #2: Program Quality

  • Work closely with MEAL department and ensure partners staff and MEAL regularly collect data from field from beneficiary feedback and consider feedback for future project designs
  • With MEAL team conduct real time evaluation of flood response interventions
  • Ensure complaint feedback mechanism is in place to record and handle all complains as per policy
  • Develop emergency program strategy based on needs on ground and provide innovative solutions through technical specialists

Job Responsibility #3: Team Management

  • Manage multi-disciplinary diverse team of senior professionals and ensure timely recruitment and their performance management
  • Systematically develop the capacity of senior level staff

Job Responsibility #4:  Strengthening and Developing Emergency Partnerships

  • With focus on emergency response and early recovery the DE will fulfill the following responsibilities.
  • Partner’s identification and development according to CARE International policy: develop/revise strategy including criteria, modes, principles etc.; identify new partners in CIP areas of interest. Facilitate partnership assessment and engagement (MoUs, contracts etc.). Lead development of partner information management system/ database and update regularly, maintain updated information about partners
  • Play leadership role in partner lead flood emergency response. Regularly visit to partners project areas and provide feedback to partners on regular basis
  • Work with MEAL, Head of Sub Office, Project Managers and develop mechanism of partners monitoring and evaluation
  • Maintain liaison with partners: identify / suggest partners to be included in program development (for specific calls), ensure that liaison with partners by other units of the organization is smooth and according to partnership principles, values etc. Maintain regular contact with partners and maintain partnership records. Act as focal point in CIP for emergency partners.
  • Ensure all implementing partners meet the compliance requirements of CARE and donors
  • Work closely with Assistant Country Director- Program Support and Grants/Partnership Manager for partner financial management

Job Responsibility #5:  Fundraising and donor reporting

  • Proactively identify new funding opportunities and in coordination with Country Director, ACD-P, Business Development Manager (BDM) position CARE with new donors for flood emergency response and early recovery
  • Work closely with ACD-P, BDM, and technical specialists on new funding proposals
  • Develop high quality donor reports, success stories and other material
  • Ensure timely and high quality reporting to the donors

Job Responsibility #6:  Risk Management

  • Proactively identify risks and develop risk registers. Through ACD-P regularly update to Country Director on risks and seek support of ACD-PS for mitigating measures to manage risks
  • Ensure partners and CARE staff are trained on donor compliance requirements and raise awareness of risks and mitigation action planning

Job Responsibility #7:  Representation

  • Represent CARE International at high level meetings with donors, government counterparts, relevant authorities, UN agencies, private sector and embassies in consultation of ACD-P and Country Director.
  • Facilitate high level donor visits to the flood affected areas
  • Represent CARE International at consortium meetings. Lead donor funded consortiums for flood response.

Job Responsibility #8:

  • The duties and responsibilities described above are subject to change, depending on organizational needs.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).

IV. QUALIFICATIONS (KNOW HOW)

A)    EDUCATION/TRAINING

Required:

Bachelor’s degree in social science, business administration, and other related field

Desired:

Master’s degree in social science, business administration, and other related field

B) EXPERIENCE

  • More than 10 years’ experience working in development sector in emergency, early recovery or DRR context. At least 7 years of senior level experience in Management of Emergency Response and program implementation with international organizations.
  • Extensive experience of managing large scale emergencies at a senior role
  • Proven track record of managing budget of key donors including; ECHO, BHA, FCDO, UN agencies and others
  • Experience of managing large consortiums as lead organization
  • Proven track record of managing budget of $ 8 million or above per annum
  • Proven track record of managing senior emergency staff and multi-disciplinary team  
  • Experience of managing large emergency, early recovery and DRR projects
  • Experience in working with implementing partners, communities and capacity building.
  • Excellent verbal and written communication skills
  • Experience of working in fast paced environment in emergency setting
  • Adaptable and able to work under pressure

C) TECHNICAL SKILLS

Required:

  • Advocacy
  • Good analytical skills (program and finance) to manage the project.
  • Project Management skills
  • Managing project budget efficiently and optimum use of project resources.
  • Language proficiency in written and spoken English
  • Sound skill on usage of MS-Word, Power point, Excel, internet, and email software.
  • Excellent report writing skills.
  • Demonstrated ability to utilize participatory management tools.
  • Excellent negotiation skills

  • Cluster/work partners and networks with working groups.

VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

The post holder will be based in Islamabad with at least 50% time in field. Rest 50% time will be allocated for project planning, Coordination, Communication, financial management and documentation of key issues, advocacy and preparing reports and support to partners.
