I.  JOB SUMMARY

CARE is a leading global humanitarian and development organization. In Pakistan, CARE started its operations in 2005 and since then has supported the Government of Pakistan’s efforts to reduce poverty and suffering of the people affected by disasters. CARE’s programs focus on helping Pakistan achieve its Sustainable Development Goals especially in the areas of Health, Education, Women’s Economic Empowerment and Emergency Preparedness and Response (EPR). Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.

CIP is currently recruiting a Project Manager for its Quetta Office for short term activities till 31st December, 2022 to act as responsible focal point for programs implementation which focus on integration of WASH and Health to allow maximum dignity and privacy to vulnerable groups in provision of needed assistance. The Project Manager will be the CARE focal point for external and internal coordination with relevant stakeholder’s including other humanitarian.

The incumbent will oversee all aspects of project management including partnership, programmatic, financial, administrative and personnel related management aspect in Balochistan region. S/he will also be responsible for the timely achievement of various projects’ objectives and will ensure that all project interventions are of high quality and lead to a measurable impact. This includes, but is not limited to, overseeing the projects’ detailed work-plan preparation, providing capacity building and implementation support to the local partners, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and that the monitoring and evaluation systems are being used to provide timely management information. The role requires ensuring timely and accurate problem analysis, improvising and innovating for creative problem-solving, high attention to detail, managing people with priority to achieving results, capacity development and support. The role also requires that the Local Partner as well as project staff ensures compliance with CARE’s policies, and including CARE’s Safety and Security protocols. The PM is also expected to maintain good working relationships with donors, partners, government officials, PDMA, law enforcement authorities, civil society organizations, and other stakeholders.

II. RESPONSIBILITIES & TASKS

Staff management:

  • Provide proper supervision and management to all direct staff reporting to this position and oversee the establishment and functioning of a strong and effective team to deliver project results.
  • Ensure implementation of CARE’s performance management system for CARE staff direct reports, including job descriptions and IOP development, regular feedback, mid-term reviews and annual performance appraisals.
  • Oversee the recruitment and orientation process of new staff and external consultants.
  • Address performance issues in a timely manner through regular, constructive and honest feedback and coaching, and utilize CARE’s HR Policy for performance management measures which must be documented.
  • Identify staff capacity building needs and provide staff capacity building support/recommendations.

Project Management:

  • Lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner.
  • Provide training/ orientation to project staff and in if needed to local partners about CARE and donor requirements.
  • Ensure that all CARE and industry program quality standards are followed in the projects, with sufficient quality assurance records maintained for each project activity.
  • Ensure timely and accurate and high quality donor reporting of each project, including narrative and financial reporting.
  • Ensure overall direction and coordination of the project.
  • Ensure effective communication with partners and relevant CARE staff.
  • Ensure compliance with relevant CARE and donor policies and procedures (on Project Standards and Program Principles, Finance, Procurement, Donor visibility, Staff Safety and Security etc.).
  • Ensure project documentation is in place.
  • Ensure Monitoring and Evaluation plan and systems are in place for all project activities to ensure accountability; monitoring of efficiency, effectiveness and impact.

 Financial Management

  • Responsible for allocated field office budget expenditures jointly with Humanitarian Program Manager.
  • Support to monitor the project budgets to increase the budget utilization rates in line with expediting the project implementation speed.
  • Ensure compliance with donor guidelines and CARE financial management and Procurement policy/protocols, for the effective financial management of each project.
  • Support to manage the budget and ensure monitoring of monthly expenditures by project staff as well as if needed local partner budgets, suggest the possible adjustments as required.

 External Liaison, Reporting and Representation:

  • Establish and maintain good relations with relevant counterparts, including PDMA, District Authorities military establishment and LEAs, etc related to project activities.
  • Network and liaise with other NGOs or INGOs working on related issues in Balochistan.
  • Liaise with government institutions to ensure access for project activities.
  • Facilitate donor monitoring visits and evaluations, as appropriate.
  • Ensure that CARE’s Safety and Security Protocols are fully understood and followed by all staff; enable staff to understand them and report any instances of non-compliance to the CD and ACD-P.

 Logistics and Supply Management:

  • Ensure proper verification of all supplies before procurement and delivery to the project sites for quality purposes in collaboration with the logistics team in accordance with CARE policies and procedures.
  • Work with Logistics team to develop a procurement plan for supplies in Balochistan for the implementation of humanitarian projects, including (procurement of contingency stock if required).
  • Monitor the operational environment with respect to increased level of threat and advise the CIP security team for the security of CARE staff, assets and operations.

Perform other duties:

  • The duties and responsibilities described above are subject to change, depending on organizational needs.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).

III. QUALIFICATION (KNOW HOW)

a)      Education/ Training:

  • Master or Bachelor's degree in Social Sciences, Development Studies or relevant area; Master's degree will be preferred.
  • 8-10 years’ practical experience in project management in development /humanitarian setting; Solid experience in any of the humanitarian sectors including WASH, food security, health, shelter and livelihoods. Particularly with emergency response perspective.
  • Demonstrated experience of working in volatile and highly insecure operating environment.

b) Technical Skills:

  • Good project management and people management skills.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels.

c) Competencies: 

  • Project management and representation. Strong coordination skills with the ability to manage information including report writing and presentations.
  • Technical writing and information analysis.
  • Fluent in English and Pushto (written and spoken).
  • Sensitive to the needs and priorities of disadvantaged populations.
  • Demonstrated experience of integrating gender and diversity issues into public health promotion.

IV.  DUTY STATION AND LEVEL OF TRAVEL REQUIRED

The individual will be based in Quetta, with frequent travelling to project location in Balochistan.
