Project

USAID/Pakistan is planning the Climate Smart Agriculture (CSA) Activity, a four-year, $16 million project to introduce and promote climate smart technologies for sustainable growth of the agriculture sector, and to create resilience in agricultural communities. CSA will also work to increase public and private sector investment in research and innovation for adaptation and resilience in agriculture. The overarching objective of CSA is to foster sustainable growth in the agricultural sector through private sector investment. The CSA Activity has three sub-objectives:

  • Sub-objective 1: Identify/Introduce and promote CSA technologies and practices for adaptation.
  • Sub-objective 2: Increase the resilience and coping capacity of the smallholder farmers. The activity will work with the government to mitigate risk and provide financial support to smallholder farmers in the form of either loan, subsidy on inputs/technologies and crop insurance. The activity will also give due consideration to women involved in agriculture at different stages of production and processing; identifying, highlighting, and addressing the challenges faced by them in the wake of CC and in adapting the CSA techniques.
  • Sub-objective 3: The activity will create an enabling environment to promote public and private sector investment in research and innovation systems, leverage resources and build synergies to amplify impact, and strengthen institutional response to CC.

DAI is currently accepting applications from senior and mid-level candidates for long-term positions for an anticipated tender of the USAID Climate Smart Agriculture (CSA) Activity.

Required Qualifications:

  • A Bachelor’s degree, Master’s preferred, in economics, agricultural economics, agronomy, rural development, business management, climate change and climate resilience, gender and women’s development, international development, project management, or other relevant field is required.
  • Technical: At least 8-12 years of technical and management experience working in international development programs, ideally managing agricultural development, private sector engagement, market system development, financial sector development, climate change adaptation, gender equity and social inclusion, and/or value chain development projects is required.
  • Program Operations/Crosscutting: At least 6 years of experience in donor operations, finance, procurement, grants or cross-cutting role. Knowledge of USAID rules and regulations is a plus point.
  • Demonstrated experience in successfully working on donor funded, complex and large-scale development programmes, with multi-year budgeting and work planning cycles; provision of technical assistance to government agencies; grants managements; stakeholder and team management; and working with nationally and internally based teams.
  • Demonstrated understanding of challenges, roadblocks, opportunities and entry points in Pakistan’s agriculture sector.
  • Strong knowledge of agricultural market systems, constraints, and opportunities for climate smart growth in Pakistan.
  • Demonstrated technical experience with private sector-led agricultural or financial sector development activities, including work with agribusinesses and the financial sector.
  • Demonstrated experience working with government counterparts at the federal/provincial level. Experience with public sector entities, such as Ministry of National Food Security and Research, Chambers of Commerce and Industry, Ministry of Climate Change, and Provincial Agriculture and Livestock Departments, is preferred.
  • Strong presentational skills, including both written and oral communication in English and Urdu are essential.
  • Strong strategic thinking and organizational skills with ability to work in a complex, rapidly changing environment and respond to changing donor and partner demands.
  • A professional, pleasant and solution-oriented attitude, with a passion for improving social developments outcomes, especially in the agriculture sector are key qualifications.
  • Ability to travel nationally.
