Job Description:

USAID has been providing contraceptives supply chain systems strengthening support, since 2009. With respect to Family Planning Supply Chains systems strengthening and technology support, the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project strives to connect public policy and contraceptives to people of Pakistan. The project provides objective technical assistance to the Government of Pakistan including advocacy for sustainable public financing, executive dashboard management, contraceptive group purchase/ pool procurement, and contraceptive local production. The project also plays an active role in highlighting pertinent contraceptive commodity security issues during high level meetings, including Federal Task Force, Country Engagement Working Group, Commodity Security Working Group, and donor coordination meetings.

Objective of the Consultancy

The scope of the analysis is to establish a match between current and potential users and the appropriate source of contraceptives, considering the users’ location, need, preferences, and ability to pay. The market segmentation analysis will help identify and define the target groups, potential market, and niches for the public, commercial, and NGO sectors. The information on current and potential markets will help those involved in the strategic planning process to achieve contraceptive security in Pakistan.

Principal Duties and Responsibilities

The followings will be the principal duties and responsibilities:

  1. Finalizing the data collection and analysis plan.
  2. Conducting market segmentation by defining the current market segregation of FP in Pakistan.
  3. Preparing business case, promotion and associated go to market strategies.
  4. Suggesting the alignment between the FP services, community preferences, trends and needs of FP market and market segments.
  5. Compiling business intelligence or trends to support actionable recommendations.
  6. Summarizing financial and economic data reports for review by executives, managers, clients, and stakeholders.
  7. Drafting and finalization of the report.
  8. Ensuring timely completion of the project.

Required Skills and Qualifications

The academic qualifications/skills set listed below are representative of the required knowledge, skills, and abilities needed to perform the principal duties.

  • Master’s degree in any discipline of Public Health or Epidemiology, Biostatistics. Research degree will be preferred.
  • Minimum of ten (10) years of experience in the domain of Family Planning, Reproductive Health in public or private/development sector organizations in Pakistan.
  • Excellent interpersonal and communications skills.
  • Demonstrated leadership, versatility, and integrity.

Deliverable(s):

Analytic reports on the above-mentioned activities.

Period of Performance and LOE

The expected duration of the assignment is (1) one month with a total LOE (Level of Effort) of 10 days.

Supervision

The consultant will report directly to the Country Director.

Note: Scope of work can be changed as per the advice by the donor

Hiring on rolling basis.
